AAP for Area A Septage Disposal Service

Residents in Regional District of East Kootenay (RDEK) Electoral Area A are being asked to provide guidance via an Alternative Approval Process (AAP) whether there is support to establish an Area A Septage Disposal Service.

The RDEK operates septage ponds near Hosmer that receive waste from septic and sewage holding tanks from residential, commercial and 
industrial sources in the Elk Valley.

The septage ponds are operated
 and maintained by the RDEK under the Elk Valley Subregion Waste Management Service, even though Electoral Area A is responsible for all costs and receives all revenues related to the ponds.

The RDEK is proposing to create a new Area A Septage Disposal Service to separate the septage ponds from the Elk Valley Subregion Waste Management Service to provide greater clarity that Area A is responsible for the cost of operating and maintaining the facility and receives the benefit of the revenue.

The proposed Area A Septage Disposal Service would include all properties in Electoral Area A.

If the new service proceeds, Area A would continue to receive the benefit of the revenue from the septage ponds and be responsible for their operation and maintenance.

If the proposal to create a new Area A Septage Disposal Service were to proceed, it would take the existing line items out of the Elk Valley Waste Management budget and move them to the new service.

“Basically, it’s taking what is already
there and separating it into its own service,” the RDEK pointed out in a information bulletin.

Area A Septage Disposal Service Establishment Bylaw No. 2665 will set up a septage disposal service in Electoral Area A, if the AAP shows support.

The RDEK board may adopt the bylaw and proceed with the service as noted above if, after the deadline of 9 a.m. on April 4, at least 138 electors (10% of 1,379) in Electoral Area A have signed and submitted Elector Response Forms. The RDEK board cannot adopt the bylaw and cannot proceed with the service unless it receives assent of the electors by voting.
