Fernie Council Connection

The following is a breakdown as to what occurred during the August 24 City of Fernie council meeting.

1. AGREEMENTS, LICENCES PERMITS & POLICIES

ferniecityhall1.1   Development Variance Permit No. DVPA-374 for the property at 191-1st Avenue.      Council authorized the issuance of Development Variance Permit No. DVP-37 in order to facilitate the construction of an accessory building, the landowners have submitted an application to vary the minimum side yard setback and to waive the provision for visibility at an intersection Report to Council

2. BYLAWS

2.1   Bylaw No. 2281, cited as Zoning Bylaw No. 1750, Amendment   Bylaw No. 177, 2015      Council authorized that that Bylaw No. 2281, cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 177, 2015 be read a third time and referred to the Ministry of Transportation and Infrastructure for approval. This bylaw would allow the rezoning of the property at 761-8th Avenue from R1-Single Family Residential to R1B- Single Detached Plus Residential and would enable the landowner to renovate an existing accessory building to include a secondary dwelling. 2.2   Bylaw No. 2282 cited as Zoning Bylaw No. 1750 Amendment Bylaw No. 178, Bylaw No. 2282, 2015      Council approved the application submitted by Reto Barrington to text amend Zoning Bylaw No. 1750 related to a campground use in the P-2 – Parks and Open Space zone and gave it first and second reading and authorized it to go to public hearing. 3. OTHER INFORMATIONAL ITEMS

3.1   The Fernie Museum – Fall Exhibit – An Immigrant Story – The Rise and Fall of Emilio Picariello      Council authorized a road closure on 5th Street from 2nd Avenue to the alleyway on Sept 18 at 8 a.m. – Sept 21 at 9 a.m.; use of the small stage (Max Turyk) for the event as well the stage to be set up and taken down by city crews; Permission for Court House Tours and use of the hall in the Courthouse to host a wine and cheese reception; and finally use of the front parking lot at city hall to display vintage cars. 3.2   A Gathering of Words      Council authorized a grant in the amount of $1,450 from the discretionary grants fund to cover the cost of the scholarships for Fernie A Gathering of Words Event and further, approved a grant in the amount of $4,000 from the RMI Tourism Incentives Investment Fund to assist with the costs associated with the Fernie a Gathering of Words Event and that 50% of the grant amount be held back until the city has received a report from the recipient detailing how the funds were spent and how this investment of RMI funds positively impacted the local tourism economy. 2015-08-08 Letter | Background Information | Budget Information

3.3   The Fernie Mountain Bike Club      Council conditionally supports the event and requests the organizers to submit proper budget numbers and further, that the city provide bleachers to the event on the understanding that the organizers be responsible for the pickup and return of said bleachers. Further to this council approved a grant in the amount of $3,350 from the RMI Tourism Incentives Investment Fund to the Fernie Mountain Bike Club to assist with costs associated with the 2015 Wam Bam Dirt Jump Jam and that 50% of the grant amount be held back until the city has received a report from the club detailing how the funds were spent and how this investment of RMI funds positively impacted the local tourism economy. 3.4   Avalanche Canada re: request for RMI funding      Council approved a grant in the amount of $3,000 from the RMI Tourism Incentives Investment Fund to Avalanche Canada to assist with the purchase of a snowmobile trailer and that 50% of the grant amount be held back until the City has received a report from the recipient detailing how this investment of RMI funds positively impacted the local tourism economy. 3.5   The Community Voters Challenge      A citizens’ initiative intended to increase voter turnout on October 19. Councillor Levesque will be bringing back a report to council at the September 14 Regular meeting outlining a strategy to compete in the Community Voters Challenge. Voter Contest 2015

3.6   Social Media Policy     Council approved the City of Fernie Social Media Use Policy and Guidelines in the form attached to this Staff Report dated August 24. Report to Council | Social Media Policy

Jemi3.7   Jemi Fibre vehicles utilizing City of Fernie Streets      Council will be in contact with representatives from Jemi Fibre to inquire as to the length of time the company is planning to run their logging trucks within the City of Fernie and remind the company that the school year is fast approaching and the need to adhere to the speed zones within the city.

3.8   Acute Staff shortages in the Elk Valley      Council authorized members of council to participate in a Chamber of Commerce initiative to form a committee in an attempt to resolve the Acute Staffing Shortages in Fernie and the Elk Valley.

3.9 Proclamation to officially declare September as Literacy Month in Fernie      Council agreed at the May 25, to issue the proclamation to declare September as Literacy Month in Fernie. Literacy Month Proclamation.

4. UPCOMING MEETINGS AND OTHER NEWS

4.1   Next Scheduled Meeting of Council      Monday, September 14 – Committee of the Whole (COTW) 10 a.m.; Regular Meeting of Council 7 p.m. Please be advised, there is no video of the August 24, Regular Meeting due to technical difficulties with the computer program. Council meetings are streamed live and can be viewed on-demand on the city’s website or watched on Shaw TV Channel 10 at 3:30 p.m. on Tuesdays and 11 a.m. on Thursdays.

Fernie Mine Rescue Comp4.4   National Western Regional Mine Rescue Competition (NWRMRC)      Twelfth Biennial will be held in Fernie on September 11 & 12.  Teams from across the Canada and northwestern US compete in five challenging categories: first aid, fire and smoke simulation, rope task and a written exam.

These competitors put in many hours of training to develop their skills and come together as a team. Come out the competition and get a better idea of what challenges they face undertaking mine rescues in emergency situations!  Further information regarding the competition is available on the link below. 4.5   Fall Registration Fair September 9 – 10 (6 – 8:30 p.m.)      The annual Fall Registration Fair provides an opportunity for your family to check out all the fall recreation programs offered.  The fair is held on September 9 and September 10, from 6 to 8:30 p.m. each night at the Fernie Curling Club, 1062 Highway #3.
