Requesting resources for patrol and enforcement in Koocanusa

RDEK KoocanusaThe board of the Regional District of East Kootenay (RDEK) June 6 unanimously agreed to have requests sent to the provincial and federal governments to engage whatever additional resources they can, from any appropriate agencies they have, and focus on patrol and law enforcement efforts in the Koocanusa area.

2014/2015 CBT funding recommendations approved

The RDEK board approved a total of $1,008,354 in funding for 131 projects around the region over the coming year. The funding comes from Columbia Basin Trust’s Community Initiatives and Affected Areas Programs, which are administered by the RDEK. For a full list of the approved projects, visit www.rdek.bc.ca.

Continued support for Community Energy Manager

The RDEK will participate in funding year two of the Community Energy Manager program up to a maximum of $40,000, subject to BC Hydro hiring the contractor and CBT participating in the program.

Application for Crown Land Tenure

RDEKWallAn application will be submitted to the Ministry of Transportation and Infrastructure for tenure over Crown land on the north side of Kikomun Road at the intersection of Kikomun-Newgate Road for the purpose of establishing a waste transfer facility and access road.

Minister thanked

A letter will be sent to the Honourable Bill Bennett, Minister of Energy and Mines and Minister Responsible for Core Review, and Kootenay East MLA, expressing thanks for the funding provided to the East Kootenay Invasive Plant Council ($190,000) and RDEK ($23,000) to help control the spread of invasive plants.

Proposed Wasa Zoning Amendment

The board considered Bylaw No. 2527, which would amend the designation of the Price property on Wasa Lake Park Drive to accommodate a post office. The Bylaw was given first and second reading and a public hearing authorized.

ALR Non-Farm Use supported

An application by Lin & Oliver Egan for an ALR Non-Farm Use in Windermere was supported by the board. The Egan’s propose to build a commercial kitchen accessory to their current nursery operation. The application will now proceed to the Agricultural Land Commission for consideration of approval.

Crisis response teams concept supported

The development of crisis response teams throughout the region has been supported in principle by the RDEK board and the requested partnership module has been referred to staff for review.

Fairmont Flood and Landslide Service

DutchHoodoosReThe Board of Directors has adopted the bylaw amendment to expand the Fairmont Flood and Landslide Service. The Service Area now includes a larger portion of Fairmont than the two smaller Flood Control Service Areas that were previously in place. The Service Area will partially fund current work and will establish reserve funds for future work. It will also pay for operation, maintenance and repairs of debris flow infrastructure.

User fee changes for Elko and Windermere water

Effective July 1, the user fees on the Elko Water System will increase by $2/month (from $27 to $29 on a residential connection) to help offset increased operational costs.

RDEK WindermereThere will be a further $2/month increase in 2015 (to $31/ month) and 2016 (to $33/month in 2016).

To help build up reserve funds, residential customers on the Windermere Water System will see user fees increase from $24/month to $30/month effective July 1.

Discretionary Grants in Aid (DGIA)

The Columbia Valley Arts Council—Peak Danceworks will receive $500 from the Electoral Area F DGIA account and $250 from the Electoral Area G DGIA account as sponsorship for the upcoming ‘An Evening of Dance.’

The RDEK Board of Directors is considering a request by Elkhorn Ranch Ltd. To release two restrictive covenants currently registered on title. The public hearing for this will be held in conjunction with the public hearing authorized for Bylaws 2520 and 2521.
