DVP – Whiskey Jack Resort

District of Sparwood Council Feb. 4 authorized sending out notices to surrounding property owner’s who may be affected advising them that council will, at the regular meeting on Monday, February 18, consider a Development Variance Permit to vary the bonding requirements from 115% to 15% for works and services installed and certified complete for a section of Phase 2 of the Whiskey Jack Resort Development.

10% minimum lot frontage exemption

Council approved an exemption under Section 944 of the Local Government Act, which requires the minimum frontage on a highway to be 10% of the perimeter of a lot for two distinct subdivision proposals under review by the Subdivision Approving Officer. One of these lots is the proposed development on 2302 Highway 3 by P&H MinePro Services and the other three lots are located in the Whiskey Jack Resort development.

On-street parking/towing

Council received an update from the Director of Corporate Services regarding on-street parking. Since the middle of October the Bylaw Enforcement Officer has been educating and advising residents of the on-street parking regulation. The Bylaw Enforcement Officer has distributed 184 windshield information pamphlets, given 26 verbal warnings, 53 written warnings, 0 tickets, and 3 vehicles have been towed since the on-street parking regulations came into effect on October 15, 2012. The Bylaw Enforcement Officer has reported that the level of cooperation and compliance with the Sparwood community is excellent.

Ice booking and cancellation policies

After a request from Elk Valley Minor Hockey to review the 60-day cancellation policy for ice rental council resolved to retain the existing cancellation and booking policies employed at the Sparwood Leisure Centre. Staff was directed to report back to council on comparisons of hours of usage for ice time, fees, subsidized costs, and what issues may be created if the cancellation period decreases from 60 to 30 days.

Committee of the Whole meeting

The following recommendations from the Committee of the Whole Meeting held Monday, January 28 were approved by council:

– Staff was authorized to work on amendments to the “Financial Plan (2012-2016) Bylaw 1095, 2012” for the East Kootenay Community Credit Union and Greenwood Mall/Noort Homes to access the Revitalization Tax Exemption program.

– Staff was authorized to investigate the costs and incorporate the financial impact of moving to a paperless/electronic agenda into the 2013 budget.

Bylaws

Bylaw 1114 cited as “Revenue Anticipation Borrowing Bylaw 1114, 2013,” was introduced and given first, second, and third reading.

Columbian Basin Trust Community Initiatives and Affected Areas Programs

Applications are now being accepted for the 2013/2014 Columbia Basin Trust Community Initiatives and Affected Areas Programs. Application forms and proposal guidelines are available at the District of Sparwood Municipal Office and on the RDEK website at www.rdek.bc.ca under CBT. The application deadline for project proposals is 4:30 p.m. Monday, February 18.

Work BC Employment Services Centre

Starting in February, the Elk Valley Employment Centre services will be available in Sparwood every Tuesday. The mobile kiosk will be set up the Sparwood Chamber of Commerce from 10 a.m. to 3 p.m. The kiosk will be hosted by qualified staff who can provide support in preparing your resume or cover letter, job searching or preparing for an interview. Student Employment Opportunities Parks and Greenbelt Workers

The District of Sparwood is looking for energetic and enthusiastic individuals who will be employed for the summer to work as summer parks and greenbelt workers beginning May 6 to September 6. The rate of pay is in accordance with CUPE Local 2698 Collective Agreement. All applications including cover letter, resume, and proof of enrolment must be received by the District of Sparwood Municipal Office on or before 4 p.m. Thursday, March 28. The ‘hat’ draw will be conducted on Tuesday, April 2. All successful applicants will be contacted following the draw. Applicants should be aware that work performance with the District of Sparwood will be considered for future employment.

Only students who have been enrolled on a full time basis in high school or a post secondary institution during the 2013 Winter/Spring term and are intending to return to school in the fall are eligible for these positions. Student application forms, including the proof of enrollment, are available at the Municipal Office, 136 Spruce Avenue or at the Sparwood Recreation Department, 367 Pine Avenue or on the District website at www.Sparwood.ca. Proof of enrollment form must be signed by the school Registrar’s Office.

Preference will be given to post secondary students. All successful applicants will be required to have a valid driver’s license with a Class 5 or a minimum of a Class 7N or Class 7L. Applicants’ address must be the same on their Driver’s License as mailing address or permanent address in Sparwood. Any eligible applications received after the close date, will be automatically put on the bottom of this list, as well as any who are unable to start employment on May 6.

The District of Sparwood Main Office, Planning & Engineering, and Public Works Offices will be closed on Family Day. The Recreation Centre will have a Family Day public swim from 1 – 4 p.m.
