The following is a synopsis of what occurred during the April 18 District of Sparwood council meeting.

Bylaws

Off-Road Vehicle Bylaw 1182, 2016

Council adopted Off-Road Vehicle Bylaw 1182, 2016. The bylaw extended the areas prohibiting the use of off-road vehicles within district boundaries and addresses the provincial Off-Road Vehicle Act. The increased restricted use area includes the golf course and campground area, Middletown development, Sparwood Drive, the new trails along the east bank of the Elk River, and along Matevic Road up until the District road right-of-way preventing easy access to areas already within the restricted area, including the Disc Golf course and BC Hydro right-of-way.

Financial Plan (2016/20) Bylaw 1186, 2016

Council gave first three readings to Financial Plan (2016 – 2020) Bylaw 1186, 2016. Notice was given to advise citizens that council will consider adoption of the Financial Plan at the regular meeting on Monday, May 2. You will be provided an opportunity to share your comments or concerns before council’s final consideration, or you may submit them in writing to the Deputy Director of Corporate Services before 10 a.m. on Monday, May 2. Tax Rates Bylaw 1187, 2016

Council gave first three readings to Tax Rates Bylaw 1187, 2016. In addition to the municipal levy, which includes a two per cent tax increase, the bylaw also sets rates to collect the requisitions for the Regional District of East Kootenay (RDEK) and the Kootenay East Regional Hospital District. Sparwood Heights Food Rural Agency Store Licence

Council endorsed Sparwood Heights Foods application to the Liquor Distribution Branch (LDB) for a Rural Agency (Liquor) Store Licence. The next step will be for the LDB’s to invite comments from the public before considering issuance of a licence.

Development Variance Permit 2016-001 for 52-100 Industrial Road #1

Council authorized notices to be sent out to owners and occupants residing within 60m of 52-100 Industrial Road #1 (Spardell Mobile Home Park) that they will be considering varying sections of the Zoning and Mobile Home Park Bylaws at the May 2 regular meeting. The variances, if approved, would vary regulations for home based businesses and increase the maximum size for an addition to allow Mr. Buck to operate his home based meat processing and smoking operation.

If you believe you will be affected by this variance and wish to share comments with Council prior to their decision, you will be provided an opportunity to be heard at the May 2 council meeting or you may submit your comments in writing to the District of Sparwood, Box 520, Sparwood, BC V0B 2G0 or by email to [email protected] before 12:30 p.m. on Monday, May 2. Cherrywood Recreation Infrastructure Replacement

Council referred consideration of the Cherrywood Recreation Infrastructure Replacement project to the April 25 Committee of the Whole meeting for further discussion.

Updated 2015-18 Corporate Strategic Plan

Council endorsed the amended Corporate Strategic Plan which added 25 new and removed four strategies from the Action Plan. The update also recognized the completion of 25 strategies over the past year. To learn more about those changes, please see the report to Council.

Confidentiality and Privacy Policy

Council adopted the Confidentiality and Privacy Policy which ensures that personal information is protected and that the District of Sparwood’s is compliant with the Personal Information Protection Act and the provisions of the Freedom of Information and Protection of Privacy Act. The policy establishes the guidelines for the collection, use, disclosure, alteration or disposal of personal information by the District of Sparwood, its council members, employees, volunteers, contractors, consultants and agents thereof.

In Other News

Residential Spring Cleanup

The District of Sparwood will begin the residential spring cleanup on Tuesday, May 24th. All refuse including household furniture, white goods, metal and wood will be picked up including: fridges, freezers and air conditioners. All refuse for disposal must be separated, bundled, piled and placed just outside property lines by 8 a.m. on Tuesday, May 24. Limit of one pickup truck per household.

The following items are not permitted: trees, large branches, vehicles, construction refuse, batteries, oil, used oil filters, tires over 16’ in diameter or special wastes as defined by the Ministry of Environment. There is a $20 fee for this service and the deadline to register for this service is 4 p.m. on Friday, May 20. Please note this service is free for seniors 65 and over, but registration is still required.

Composting and garbage reminder

The District of Sparwood would like to remind those disposing of waste to please use the proper methods when doing so. Our compost sites, located in Sparwood Heights next to the ball fields and in lower Sparwood by the Fire Hall recycling area, are marked to ensure only admissible materials such as grass and leaves are being discarded there. Garbage, plastic bags, branches and trees are not to be dumped in the compost site as they cannot decompose with the appropriate items. Your yard waste should be in a compostable yard waste bag or left loose. If you use plastic bags, please empty at the receptacle. Litter Control Bylaw No. 421 helps keep our community and public areas clean. Are you a responsible pet owner?

Cleaning up after your dog is not only respectful to your neighbors and the community, it is the law and you could be subject to a $100 fine under the Animal Control Bylaw No. 821. The district would like to remind all dog owners to please clean up after your dogs, not only when using municipal parks, trails and cemeteries, but on municipal streets, sidewalks and neighbours’ lawns as well. Dogs are required to be leashed at all times when off their own property. The district is currently investigating options for an off-leash dog park, but until such time, leashes are mandatory.
