Sparwood Council Facts

Public Budget Information

The Director of Finance presented the public consultation report outlining the District’s financial plan for the years 2012 – 2016 during the April 2 regular meeting of District of Sparwood council.  Major operating projects planned for 2012 include update of the Official Community Plan, Zoning Bylaw and Subdivision Servicing Bylaws, contract position for downtown core revitalization, Golf Course agreement renegotiation, and contract position for Communities affected by Climate Change and communications.

Planned capital highlights for 2012 include equipment replacements, CPR land exchange, drainage at the Public Works building, business plan for Lilac Terrace expansion, the district’s share of Whiskey Jack items, continued leak detection and repair, and major repairs to the sewer system clarifier and UV lights. The presentation is available on our website at: www.sparwood.ca/residents/finance/budgetsreports.

Legion Mural

At the Regular Meeting of February 20, council received a letter from the Royal Canadian Legion concerning the condition of the Legion mural in Centennial Square.  During the branding process in 2010 the Branding Committee decided that the current murals in Sparwood are a feature of interest, however they lack consistency and continuity with most other facets of Sparwood’s new brand.  In May of 2010 council adopted a recommendation from the Branding Committee to discontinue the focus on the murals and let them retreat organically.

Development Permit – 100 Aspen Drive

Council approved a revision to a Development Permit granted to Mountain View Mobile Home Park on February 20.  The original permit indicated that work had to be done on a trail outside of the owner’s property boundaries.  The owner has agreed to do some trail development inside the mobile home park to connect to existing municipal trails.  This new trail will provide access for pedestrians to connect to municipal trails under Highway 43, without having to cross the busy intersection at Aspen Drive and Highway 43.

Elk Valley Society for Community Living

Council agreed to pay the rent for the Arts Room at the Leisure Centre on behalf of the Elk Valley Society for Community Living for weekday mornings for the summer of 2012.  The Society runs programs for children with special needs.

Public Relations Committee Meeting

The following recommendations from the Public Relations Committee Meeting held March 23, were approved by council:

–           That upon presentation of a budget the Sparwood Coal Miner Days Society will be provided with $2,500 for promotion and prizes for children’s events.

–           Changes be made to the Annual Recognition and Christmas Party policy.

–           Classes from FJ Mitchell Elementary be invited to meet with Council during Local Government Week May 20 – 26.

–           STARS be provided with promotional clothing items for the Stars in the Valley Golf Tournament being held in Fernie on June 18.

–           New council members, regular employees, and part-time employees be provided with district clothing items.

Bylaws

Official Community Plan Bylaw No. 869, 2002, Amendment Bylaw 1089, 2012 and  Zoning Bylaw No. 264, 1981, Amendment Bylaw 1090, 2012 were adopted.  These amendments were required to change the land use at 6800 Highway 43 from Institutional to Industrial and the zoning from Agricultural Land, Parks and Recreation, and Heavy Industrial to Light Industrial.

Rain Barrel Art Contest and Silent Auction

Buy a Rain Barrel – Some are currently available at Alpine Lumber, right here in Sparwood! Paint the Rain Barrel – Find an artist or even an employee that will paint the barrel for you. Send the following information to Jen Woodall ([email protected]) before April 15, 2012: Photo of Painted Barrel; Artist’s Name; Sponsor’s Name; Display Location – If you don’t have somewhere to display your barrel publicly, we will find a great spot for it.

We will send you a Silent Auction sign-up sheet to display beside your barrel so you can start collection bids right away! Collect bids until Arts & Culture Week (April 22-28).

Send your bid sheet to Jen Woodall on April 30, 2012. We will contact the winners and let them know where to pick up their barrel!

Sparwood residents who bid on the painted rain barrels will be entered into a draw to win water friendly landscaping work in their yard by Elk Valley Greenhouse.

Half of the money raised will go to the Sparwood Arts Council and the other half will cover the cost of the landscaping work.

Arts and Culture Week

The Sparwood & District Arts and Heritage Council invite everyone in the community to take part in Arts & Culture Week April 22 to 28.  A few suggestions of activities you could consider to celebrate the week are displays of art, crafts, photos etc., ethnic displays or wearing ethnic dress, song, dance or instrumental performances.  For more information please contact Rose Sharma at 425-6900.

Dangerous play habits

Once again, with spring in the air, children are spending more time playing outdoors.  To drivers – please slow down and keep a watchful eye for children – and parents please teach your children the dangers of playing in the street.
