Sparwood Council Facts
High Peak Consulting
Charlie Hrabec of High Peak Consulting updated District of Sparwood Council June 10 on plans for an undercarriage wash system in Sparwood. This system is designed to wash the “track out mud” off service trucks thus leaving streets and parking lots cleaner. The company is looking at locating the business at 104 Red Cedar Drive, next to Causeway Bay Hotel (old Burger Baron site).
Birthday Book Signing
Congratulations to John Beswick, Bride Corcoran, Polly DeLuca, and Sally Travis who joined the 75 Birthday Book Club and received a lilac pin. Also joining the club but unable to attend the meeting was Marjorie Jaegli.
2012 Annual Report and Financial Information
Council received the District’s 2012 Annual Report, which includes the audited financial statements, tax exemptions, municipal services and operations, and objectives and measures.
The Director of Finance presented the 2012 Statement of Financial Information. This document, which is prepared pursuant to the Financial Information Act, details council’s remuneration and expenses and all employees with remuneration over $75,000.

Sparwood Public Library
Council approved funding in the amount of $178,848 to the Sparwood Public Library for the period July 1 to June 30, 2014. This amount includes a basic funding increase of 2% over the same period last year.
Sparwood Chamber of Commerce
Funding in the amount of $63,700 was approved to the Sparwood and District Chamber of Commerce for the period July 1 to June 30, 2014. The Chamber had requested an additional $1,700 over last year’s funding to pay for registration at the Calgary Outdoor Recreation Show. Previously this registration was paid by the district.
Our Future Sparwood: Imagine 2035
Council endorsed the Consultation Plan to assist in the rewrite of the District of Sparwood Official Community Plan (OCP). Phase One of the process included sending out letter/feedback forms to residents and land owners. The public is encouraged to complete the forms and return them to the district office. The new OCP will incorporate community values, plan for population growth, providing community services for residents, address housing needs, provide clarity on protecting environmentally sensitive areas, identify sand/gravel extraction sites, and set targets for the reduction of greenhouse gases, based on work the district has done. It is important that the community participates in the OCP’s development so that the final plan reflects the community’s values and desires for Sparwood’s further direction.
BC Seniors Games Society
The District of Sparwood has received a letter and banner recognizing that the Elk Valley hosted the BC Seniors Games in 1999. As part of the 25-year commemoration of the BC Seniors Games, banners were created for all communities that had hosted the Games. Sparwood’s banner will be on display at the arena this fall when the ice goes back in.

Bylaws
Bylaw 1126 cited as “Zoning Bylaw No. 264, 1981, Amendment Bylaw 1126, 2013” was given first and second reading and a public hearing scheduled for 7 p.m. on Monday, July 15, in council chambers. The owner of Mountain View Mobile Home Park has applied to rezone a portion of the property from Modular Home Subdivision /Manufactured Home Subdivision (R-MH) to Mobile Home Park (R-MP) to allow for an expansion of the mobile home park. Prior to Council considering final reading of the bylaw amendment, completion of the following conditions is required: Receipt of a detailed landscape plan; Verification from the Ministry of Environment that approvals have been sought, or are not required to allow the soil deposited near Michel Creek to remain; and registration on Title of a Consent Order, which commits the owner to a strategy and timeline to detect leaks and complete repairs to the private water distribution system.
Bylaw 1127 cited as “Michel Creek Road Water Extension Local Area Service Reserve Fund Establishment Bylaw 1127, 2013” was given first, second, and third reading.
Leisure Centre Closure
The Sparwood Leisure Centre will be closed from June 17 – July 8. The closure is to replace and upgrade the heating and HVAC system. The office will be open Monday to Friday from 8 a.m. – 3 p.m. for program registration. During this closure the fitness centre will also be closed. All current monthly and yearly passes will be extended to cover the shutdown period. Thank you for your patience while we upgrade our facility.
2013 Tax Notices
The 2013 tax notices have been mailed. If you are a new owner and have not received a tax notice, please come into the district office to obtain a duplicate copy. Notices are mailed to the owners shown on the Assessment role. Depending upon the date of purchase, we may not have the new owner’s information and the tax notice will be mailed to the previous owner.
Reminder to all taxpayers that the deadline to pay your property taxes without penalty is July 4. If you cannot pay your taxes in full and are entitled to claim the Home Owner Grant, it must be claimed before the deadline to avoid penalty on the grant portion.

Animal Control Bylaw reminder – dogs barking
It is perfectly normal for dogs to bark from time to time.
Barking is a form of communication for your dog.
However, continual barking for long periods of time is a sign that your dog has a problem that needs addressing. The Bylaw Department is reminding residents that under Section 5(d) of the Animal Control Bylaw no person shall permit any dog of which they are the owner to become a public nuisance. Please remember that continuous dog barking creates unnecessary disturbances to neighbourhood residents.
Why Dogs Bark
– Your dog is left alone for long periods.
– His environment is barren, without playmates or toys.
– He’s a puppy and doesn’t have other outlets for his energy.
– He’s a particularly active dog.
– Provoked, deliberately or unintentionally by people or roaming dogs or animals.
– Under exercised or not exercised at all.
Recommendations
– Walk your dog daily – it is good mental and physical exercise.
– Teach your dog some new commands and/or tricks and practice them every day.
– Take an obedience or agility class with your dog.
– Provide interesting toys to keep your dog busy when you’re not at home.
– If your dog is barking to get your attention, spend more time with him.
– Dogs are family members, bring him inside with you.
– Let your neighbours know that you’re actively working on the barking problem.
– When you have to leave your dog for extended periods of time have a friend or neighbor walk and/or play with him.
