City considering amendment for Dycar Pharmaceuticals
Dycar Pharmaceuticals has applied to the City of Cranbrook to make a zoning bylaw text amendment to delete and update definitions, regulations and M-2 zone permitted use to allow it to expand to a āStandard Cultivation and Standard Processing Licenseā in addition to a āSale for Medical Purposesā licence.
Council last night (Feb. 10) unanimously passed the first and second reading to Zoning Bylaw Amendment No. 3999, 2020 – Dycar Pharmaceuticals.
āThe amendment will delete and add definitions, change the general regulations and M-2 zone permitted uses to reflect the current terminology for cannabis operations and to ensure Dycar operations are compliant with the city’s zoning,ā said a report by city planner Rob Veg.
āSpecifically, the proposed amendment does the following: 1. Deletes the definition of āMedical Marihuana (sic) Grow Operation (MMGO)ā and add new definitions for “Cannabis Standard Cultivation Operation,” “Cannabis Standard Processing Operation” and “Cannabis Sale for Medical Purposes Operation” 2. Changes general regulations Section 4.20 to reflect the changes in terminology and definitions, and 3. Add “Cannabis Standard Cultivation Operation,” “Cannabis Standard Processing Operation” and “Cannabis Sale for Medical Purposes Operation” to the M-2, Light Industrial Zone. The original terminology was adopted into the bylaw shortly after the change in Federal legislation, Marihuana for Medical Purposes Regulations (MMPR), was enacted,ā Veg reported.
āSince that time a number of changes to the Federal legislation for management of legalized cannabis have taken place. The proposed uses and terms will align the Cannabis Regulations and Act and represent the various categories for cannabis cultivation, processing and distribution.ā
Dycar noted its original application in 2014 was for a Medical Marijuana license. However, Dycar has since updated its application to include a āStandard Cultivation and Standard Processing Licenseā in addition to a āSale for Medical Purposesā licence, Vegās report noted.
āThese new definitions and uses will ensure Dycar’s proposed operations are in compliance with zoning and the Federal licenses.ā
A public hearing is scheduled for 6 p.m. on Feb. 24 at city hall.
