RDEK Board Highlights

The following is a synopsis of what occurred during the May 3 Regional District of East Kootenay (RDEK) board of directors’ meeting.

Moyie and Area Official Community Plan

The planning process for a new Official Community Plan (OCP) for the Moyie area is nearing completion. The Moyie and Area OCP bylaw was given first and second reading by the board and will be the subject of public hearing to be held at the Moyie Community Hall on May 21 at 7 p.m. The OCP is a long range planning document used to guide land use change in the area and it will replace the Moyie and Area Land Use Bylaw which was adopted in 2008.

Elk River Floodplain Mapping

The RDEK’s Elk River Floodplain Mapping Report will be used to guide the development of a new floodplain management bylaw for the lower Elk River valley. Until new floodplain management regulations are adopted, however, the RDEK will be asking building permit applicants with development proposed in the newly mapped floodplain or other flood hazard areas to either adhere to the development standards recommended in the report or register a floodplain covenant on the title of the property. Application to be submitted for organics recovery

The RDEK will make application for grant funding to the BC Organics Infrastructure Program for composting facilities in the region. The application for a regionally collaborative organics recovery program is being made pro-actively as the RDEK continues to work on updating its Solid Waste Management Plan. The RDEK is also seeking financial assistance from Columbia Basin Trust for the potential project.

New Regulation and Fee Bylaw for Eddie Mountain Memorial Arena

The RDEK Board has amended its Eddie Mountain Memorial Arena Regulation and Fee Bylaw. Some of the fees for the use of the arena have increased. The new fees are available on the RDEK’s website or through the RDEK.

Community Wildfire Education Grant to be submitted

The RDEK will submit an application to Columbia Basin Trust for $25,000 under the Community Wildfire Program for FireSmart education activities within the RDEK.

RDEK continues to participate on Regional Broadband Committee

The Memorandum of Understanding will be signed for the RDEK’s continued participation on the Regional Broadband Committee for a three-year term ending April 30, 2023. The committee is made up of representatives from CBT, local governments and First Nations from across the basin. Its mandate is to champion a regional broadband strategy that will ensure affordable and reliable high-speed internet services throughout the region.

Discretionary Grants in Aid (DGIA)

The following organizations will receive grants:

  • The Columbia Basin Watershed Network Society will receive $175 from each of Electoral Areas A, B, C, E, F and G DGIA accounts for the upcoming Columbia Basin Watershed Network Spring Meeting.
  • The Ghostrider Adventure Camp Foundation will receive $1,000 from the Electoral Area A DGIA and $1,000 from the Electoral Area B DGIA accounts for its Adventure Camp.
  • Wildsight Elk Valley will receive $1,500 from the Electoral Area A DGIA account for the Fernie Fall Fair.
  • The Cranbrook & District 4H Council Association will receive $1,000 from each of the Electoral Area A, B and C DGIA accounts for the Cranbrook & District Show and Sale.
  • The Western Canadian Blind Golf Association will receive $2,500 from the Electoral Area C DGIA Account for the Western Canadian & Canadian Blind Golf Championships being held at Bootleg Gap Golf Course in July.
  • The Friends of Fort Steele Society will receive $500 from the Electoral Area C DGIA account for the Heritage Gardens at Fort Steele.
  • The Wasa Recreation Society will receive $1,000 from the Electoral Area E DGIA account for the replacement of the battery and pads in the Automatic External Defibrillator in the Wasa Community Hall.
  • The Wasa Recreation Society will receive $920 from the Electoral Area E DGIA account to cover the costs of having eight members complete the Level 1 Food Safe Course.
  • The Shuswap Indian Band will receive $1,323.40 from the Electoral Area F DGIA account to go towards ongoing youth programs that focus on practicing cultural activities.

SURVEYS

The RDEK has a couple of open surveys, seeking feedback from the public on:

  1. SOLID WASTE MANAGEMENT PLAN REVIEW – FOLLOW UP SURVEY #2

With fewer questions than the first time around, this survey digs a little deeper in a few specific areas based on the results of the first survey (including general preferences and costs).

  • WHO: Every resident & property owner in the East Kootenay
  • WHY: We need to hear from every corner of our region – municipalities and rural areas alike. The more well-rounded the feedback, the better the information the Advisory Committee and Board have as they develop the draft plan
  • WHEN: Survey closes May 26.

  1. PANORAMA & AREA OFFICIAL COMMUNITY PLAN – IDEAS & ISSUES SURVEY

Provide input on ideas and issues in the Panorama area!

  • WHO: Every resident & property owner in Panorama and area
  • WHY: We are in the early stages of the Panorama & Area OCP process and the feedback received through this survey and future engagements will help ensure the OCP reflects the community’s vision
  • WHEN: Survey closes May 30. (NOTE: the survey deadline has been extended from May 23 to May 30).
