Sparwood Council Facts

The following is a synopsis of what occurred during the Sept. 5 District of Sparwood meeting.

Business

Solid Waste Collection

Council deferred any decisions on the provision of solid waste collection services within the District of Sparwood for commercial and residential pick up until the October 2 regular meeting to allow sufficient time for the district to determine a per tip commercial bin collection rate and bin rental fee, and to meet with each commercial business user to determine their waste collection needs.

Sparwood Chamber of Commerce

Council approved a request from the Sparwood Chamber of Commerce to close off the parking lot located at 141 Aspen Drive on Thursday, September 14, for the Chamber’s first Fall Food Fest.  The chamber is hosting a food truck festival kicking off at 11:30 a.m. with music and other activities starting at 3 p.m.

Unsightly Property

Council authorized notice be given to the property owner at 410A Mountain Ash Crescent that the district would be entering the property to clean it up if the owners did not clean up the discarded debris, construction waste and miscellaneous trash; remove the dilapidated shed from the backyard; and cut and remove all long grass and weeds at the expense of the owners of the subject property. Council also directed the Building Official to inspect the condition of all buildings, structures, and the front steps to determine if the structures are safe or if they are unlikely to be usable for their expected purposes.

Cemetery Management Bylaw

Cemetery Management Bylaw 1017, 2017 was given first reading. The purpose of this bylaw is to consolidate the two existing bylaws, update the fees and charges, prohibit pets within the cemeteries and regulate the use of adornments in the Rivercrest Cemetery.  Notices will be posted and public engagement sessions held prior to council considering further readings of the bylaw.

Volunteer Community Appreciation BBQ

This September, the District of Sparwood, Mayor and Council will be hosting the first Volunteer Appreciation BBQ. The afternoon has been chosen to recognize and thank volunteers around Sparwood for the time and energy they contribute to our community.

Help us celebrate all that the volunteers in Sparwood do by sending us stories, pictures or experiences we can share at this event.

We hope that you will join us at Sparwood’s first Volunteer Appreciation BBQ on Sunday, September 10 from 2 to 4 p.m. at Mountain Shadows Campground Group Area.

Sparwood Trails & Disc Golf Closures

Due to the risk of forest fires, all trails, except those listed below, within the District of Sparwood and the Parwood Disc Golf Course are closed to public access effective September 5.

The following trails will remain open:
• Juniper Trail between Englemann Spruce Drive, Red Cedar Drive, and Pine Avenue
• Central Park Trail between Ponderosa Drive and Pinyon Road
• Sparwood Connector between Pine Avenue and Ponderosa Drive
Please refer to this map for the location of open trails.  For all other trails, residents will need to divert to roadways and highways.  These are full closures, meaning that no person, at any time, or for any reason, can use these trails.  For the latest information on current wildfire activity, burning restrictions, road closures and air quality advisories, visit: www.bcwildfire.ca or read the information bulletin released on September 1.

Off-Leash Dog Parks in Sparwood

The District of Sparwood is seeking public input about the needs and location options for one or more off-leash dog parks in Sparwood.  We invite you to complete a survey available on our website at www.sparwood.ca/dogparks to offer input. The survey can also be picked up and dropped off at the Municipal Office (136 Spruce Avenue) and the Recreation and Leisure Centre (367 Pine Avenue). We are also accepting comments on social media (Facebook, Twitter) and at [email protected].  Completed surveys will be accepted until September 15.

Garbage Container Requirement

Any garbage that has NOT been placed in a container with a secured tight-fitting lid shall NOT be picked up. Non-compliant property owners may also incur a fine. If you are a homeowner and are afraid of losing your garbage lid, we suggest that you attach your lid to your container.

Bears in and around our Community

The district would like to remind residents not to place their garbage out on the curb before 5 a.m. on collection day. Garbage MUST be placed in a secure garage, shed or inside your house until collection day. Excess garbage should be taken to the Transfer Station that is open from 9 a.m. to 5 p.m. Monday thru Saturday (excluding statutory holidays).  It is important for residents to lock up their refuse and keep other bear attractants, such as fruit trees bearing over-ripe fruit, or easily accessible bird feeders, pet food, and BBQs (drip pans/grease cans), out of a bear’s reach.

Campfires Banned Until Further Notice

A campfire ban remains in effect until the public is otherwise notified.

Prohibited activities include:
• Campfires;
• The burning of waste or other materials;
• Stubble or grass fires of any size over any area;
• The use of fireworks, sky lanterns, tiki torches, chimineas, burning barrels or burning cages of any size or description;
• The use of binary exploding targets (e.g. for target practice); and
• The use of air curtain burners (forced air burning systems).
