Sparwood Council Facts
The following is a synopsis of what occurred during the April 3 District of Sparwood council meeting.
DELEGATIONS
Access Management Compliance and Enforcement Program (AMCEP)
Patricia Burley from the Conservation Officer Service provided an overview of the 2017 Access Management Compliance and Enforcement Program. The program includes the Conservation Officer Service outreach to schools and community organizations, violations, patrols, fire season, and the outdoor access guide.
Paper copies of the Outdoor Access Guide for the RDEK Electoral Area A, Fernie, Sparwood, and Elkford are available at the Municipal Office, the Chamber of Commerce, and at Ministry offices, or you can download an electronic version.
Audited Financial Statements
David Adams of Adams Wooley Chartered Professional Accountants provided council with an overview of the district’s financial position prior to their acceptance of the Consolidated Financial Statements for the year ended December 31, 2017.
The financial statements will be included in the 2017 Annual Report when it is published in June.
BC Energy Step Code
Meghan Lohmann from the Community Energy Association presented the East Kootenay Energy Step Code Policy – Building a Legacy to council.
Ms. Lohmann provided council with an overview of the step codes and the training that has been provided to the building community.
BUSINESS
Public Relations Committee Meeting
Council endorsed a recommendation from the Public Relations Committee Meeting held March 26, establishing a working group to develop a policy for a banner program. Councillor Jensen, Pat Kozler, Rose Sharma, and Duane Lawrence were appointed to the working group.

Balmer North Miners Memorial Plaque
The Balmer North Miners Memorial Committee unveiled the plaque installed on the miners’ memorial monument that was dedicated to all the miners who have lost their lives mining coal in the upper Elk Valley, at Titan Park on April 3.

Off-Road Vehicle Restrictions
The District of Sparwood would like to remind citizens that Off- Road Vehicle Bylaw 1182 prohibits the operation of any off-road vehicles including snowmobiles on all public property including parks, trails, walkways, highways roads, and greenbelts.
Please see the map on the right for areas that are prohibited.
Section 6 of Bylaw 1182 authorizes a Bylaw Enforcement Officer or Peace Officer to seize or impound an off-road vehicle that operates contrary to this bylaw. In addition to impoundment fees of $50 per day and towing costs, violators could be charged up to $500 in fines.
