Sparwood Council Facts

The following is a synopsis of what occurred during the March 19 District of Sparwood council meeting.

BYLAWS

Officers & Officials Benefits Bylaw amendment

Officers and Officials Benefits Bylaw 1038, 2012, Amendment Bylaw No. 1249, 2019 was adopted. The bylaw amended the exempt staff vacation entitlements as follows: Years one to three at three weeks; Years four to nine at four weeks; Years 10 to 15 at five weeks; Years 16 to 19 at six weeks; Years 20 onward at seven weeks.

BUSINESS

CBT community outdoor revitalization

Council supported the public engagement and design process presented under Approach A to support the application to the Columbia Basin Trust (CBT) Community Outdoor Revitalization Grants. The process included a council walk around, a design scoping workshop with council and the public, a landscape architect to be contracted to formalize the concept design to be included in the application to CBT following a final public comment opportunity.

SCEEAC amendment to ToR

Council supported an amendment to the Social-Community & Economics Effects Advisory Committee’s terms of reference which reduce the minimum number of days that the agenda must be circulated to members to at least five days prior to a special meeting. For regular meetings, the agenda will still be published at least 10 days prior to the meeting.

2019-2022 Strategic Priorities Report

Council adopted the 2019-2022 Strategic Priorities Report prepared by Gordon McIntosh following a two-day workshop held in February to set council’s priorities for the next three and a half years. The report contains a Strategic Priority Chart (on page eight) which identifies council’s current five priorities (listed under NOW), the next eight items (listed under NEXT), eight priorities which council and/or staff will advocate for or partner on, and departmental operational strategies.

Draft 2019-2023 Financial Plan

Council approved the 2019 expenditures and planning for 2020 capital expenditures from the 2019-2023 Draft Financial Plan, and updated the second objective for “Revenue Policy 3 – Permissive Tax Exemptions” to change the wording to “The 2019-2023 strategic planning priorities identify economic diversification as a critical element to encourage investment and employment. This diversification will be encouraged through revitalization tax exemption programs.” The Financial Plan Bylaw will come forward for council consideration at the end of April or early May.

RCMP Day

Council authorized a letter of support being provided the RCMP Day Committee Chair, Martin von Holst, for their efforts to move forward with a petition to the Province of British Columbia and the Government of Canada to acknowledge February 1 as ‘Royal Canadian Mounted Police Day.’

Development Variance Permits

Draft DVP 2019-002 for Spardell Mobile Home Park

Draft DVP 2019-003 for Elk Valley Mobile Home Park

Council deferred consideration on authorizing the issuance of notices to be sent out for development variance permit applications for the Spardell Mobile Home Park located at 100 Industrial Road #1 and the Elk Valley Mobile Home Park located at 7555 Highway 43 until after they had an opportunity to meet with the applicants to discuss their short and long term plans for the parks. That discussion with Mr. Pater will take place during the Committee of the Whole meeting scheduled for 6 p.m. on Tuesday, March 26.

Zoning Bylaw update survey

Complete the Zoning Bylaw Update Survey to help us clarify issues identified in stakeholder and public feedback from the draft zoning bylaw review. The survey will be open until April 5.

The purpose of this update is to modernize the bylaw, check-in with the community and business owners on any potential changes they may like to see, and to ensure consistency with the district’s Official Community Plan which was adopted in 2015.
