The following is a synopsis of what occurred during the Sept. 17 District of Sparwood council meeting.

DELEGATIONS & PRESENTATIONS

Parks and Recreation Master Plan

Betty Lou Killen and Carol Davis Jamieson of REConsulting Group provided an overview to council of their plans in developing a new Parks and Recreation Master Plan for Sparwood, including gathering information on existing recreation services, communication and engagement, needs assessment and development of a final report. The Master Plan will serve as a 10-year vision, a blueprint setting the course for recreation, sports and healthy living in the District of Sparwood.

Teck Elkview Operations

Dan Myck, Superintendent Engineering, presented Teck’s Blasting and Vibration Management Plan for council’s endorsement. As part of Condition 20 of the Baldy Ridge Extension (BRE) Project Teck is required to submit this plan to the District and the Environmental Assessment Office for approval before commencement of the BR3 pit.

BUSINESS

Youth Action Sparwood

Council approved funding in the amount of $1,500 in 2019, $3,000 in 2020 and 2021, and $1,500 in 2022 to be used for facility and equipment rental fees at the Henry Volkmann Memorial Leisure Centre for Youth Advisory Commission initiatives. The Youth Advisory Commission’s mandate is to engage and empower local youth in the development and oversight of a local youth network, with the goal of providing relevant programs, projects, and events for Sparwood youth.

Elk River Alliance

The Elk River Alliance (ERA) has completed a three-year project focusing on improving habitat within Jewel Park through control and removal of reed canary grass and planting native species. In order for the new plantings to establish, the ERA will install a wildlife fence around the area and the district will maintain the fence and eventually remove it by 2029.

Pine Avenue & Engelmann Spruce Drive Intersection

Council denied a request to have a four-way stop reinstalled at the south intersection of Pine Avenue and Engelmann Spruce Drive. Additional 40 km/h signs will be installed on Pine Avenue to increase drivers’ awareness of the speed limit.

Well #4

Council authorized a budget amendment in the amount of $546,000 to complete the Well #4 project. The municipal portion of this increase is $75,000 and the remaining costs will be funded by Teck under an existing agreement and Condition 10 of the Baldy Ridge Extension Project.

Royal Canadian Legion

Council approved a request from the Royal Canadian Legion Michel-Natal Branch No. 81 to hold the annual Remembrance Day Parade and service on November 11. There will be a service at the Senior Citizen’s Drop-In Centre at 10 a.m. with the parade proceeding to the cenotaph at approximately 10:40 a.m.

Socio-Community & Economic Effects Advisory Committee

Council appointed Calvin Domin to the Socio-Community & Economic Effects Advisory Committee (SCEEAC) to fill a vacant position for the remainder of the Committee’s first term which ends December 31, 2021. The SCEEAC is a select committee of Council with a mandate to provide recommendations to Council and Teck as it relates to the socio-community and economic effects of the Baldy Ridge Extension project.
