Sparwood Council Facts

The following is a synopsis of what occurred during the Sept. 1 District of Sparwood council meeting.

BYLAWS

Council Procedure Bylaw

Council Procedure Bylaw 1274, 2020 was adopted. Primary changes to the bylaw include:

  • Removal of standing Committee of the Whole (COTW) meetings and allow council to resolve itself into COTW at any time during a regular council meeting; and
  • Removal of the special summer meeting schedule thus having all regular council meetings on the first and third Tuesday of the month throughout the year.

BUSINESS

Teck Land Use Permit

Council approved an amendment to a recreation land use permit between Teck Coal Ltd. and the district to relocate a portion of the Elk Valley Trail, located on Teck lands, from an existing forest service road and develop a new single-track trail which will parallel the old road. The project is being funded through the TransCanada Trail Foundation with the trail construction being overseen by the Sparwood Trails Alliance.

Gifts, Awards, and Promotional Items Policy

Council approved a new Gifts, Awards, and Promotional Items Policy. The policy consolidates and updates several existing policies and sets out the guidelines and process for the provision of corporate gifts, awards, and promotional items to the public and those within the corporation.

Michel Creek Pathway

Council awarded the ‘Michel Creek Pathway – Phase 1’ project to KulKon Construction Corp for the price tendered of $88,678.85 excluding contingency and GST. This project will develop a path from the columbarium in the Elk Valley (Michel) Cemetery to the west end of the upper bench near the post office boxes located at the intersection of Industrial Road 1 and Michel Creek Road.

Futures Society – Service Provider Agreement

Council approved a Service Provider Agreement between the district and the Sparwood Futures Society for four years ending January 20, 2024. The not-for-profit organization is provided with $5 million of liability insurance coverage under the District’s Liability Protection Agreement through the Municipal Insurance Association of BC.
