Sparwood Council Facts
The following is a synopsis of what occurred during the Oct. 20 District of Sparwood council meeting.
DELEGATIONS
Sparwood Community Garden
Dina Dominick, Vice-President of the Sparwood Community Garden, introduced the organization to council and made a request for use of district land located adjacent to Juniper Court and behind the basketball court on Engelmann Spruce Drive for construction of a community garden. Their request was referred to staff to report back to council at a future meeting.
Sparwood Contraceptive Accessibility Advocates
Joni Laberge, Justine Bowen, and Rylee McDonald representing the Sparwood Contraceptive Accessibility Advocates (SCAA) provided an overview of their mandate and requested a letter of support for SCAA to lobby the provincial government for MSP coverage for contraception and also requested an addendum to Section 7 of Sparwood’s Official Community Plan (OCP) to enshrine humility and respect for the full diversity of Sparwood’s community as a core value in the District of Sparwood. Council resolved to write a letter to support New Westminster’s resolution for free contraception in British Columbia. The request to amend the OCP was referred to staff to report back to council at a future meeting.
BUSINESS
Property Taxation
Council approved the write-off of a portion of the 2019 property taxes for 1261 Pinyon Road in the amount of $468.72 due to an error in the assessed value of land improvements by BC Assessment Authority.
Council also approved writing off delinquent property taxes in the amount of $8,465.45 for four properties within the district which the district has not been able to collect the taxes. Three of these properties are mobile homes and one property is Crown land.
Active Transportation Planning Grant
Council authorized the submission of a grant application for $10,000 to the Active Transportation Planning Grant in support of further planning and stakeholder engagement on the Michel Creek Pathway and Highway 43 pedestrian crossing.
Development Variance Permit – 124 Aspen Drive
Council authorized that notices be distributed to the owners and occupants within 60m of 124 Aspen Drive (East Kootenay Community Credit Union) to advise them that an informal hearing will be held on November 3 at 6 p.m. in Council Chambers to consider issuance of DVP 2019-010 to vary a section of Sign Bylaw 839, 2001 to permit a freestanding sign with an area of 4.21m2.
The Sign Bylaw currently restricts sign area in the C-1 Central Business District Zone to 3.34m2. Consideration of issuance of the DVP and granting the variance will follow at a future regular council meeting. If you are unable to attend, your comments can be submitted in writing to the district office or by email before 4 p.m. on Tuesday, November 3.
