Sparwood Council Facts

The following is a synopsis of what occurred during the March 19 District of Sparwood council meeting.

PUBLIC HEARING

Zoning Bylaw Amendment

Following a public hearing to receive further input from the public regarding the proposed amendment to replace “offices” as a principle use with “offices which are related to other permitted uses in the light industrial or heavy industrial zones” within the M-1 Light Industrial zone, Council defeated Zoning Bylaw No. 264, 1981, Amendment Bylaw 1213, 2017.

BUSINESS

Solid Waste Collection Services

Council awarded the Solid Waste Collection Services Contract to Waste Management of Canada Corporation for a term of five years at a base rate of $94.32 per household per year for the term of the contract. In addition, residents shall be provided with a 240L bear resistant cart with a locking lid designed to reduce wildlife access. Residents will have the opportunity to exchange this cart for the smaller 120L cart if they desire.

The approximate cost to purchase all the carts (to be purchased through Waste Management of Canada Corp.) is $315,000. There is no cost to the resident for the cart, nor will this result in a tax increase as funding for the carts will be provided through the District’s solid waste reserve. As a result of this change in garbage service delivery, it is anticipated that there will be no increase in garbage fees.

Bylaw Enforcement / Animal Control Officer

The District of Sparwood is pleased to announce that Mr. Frank deBoon has been appointed as the new Bylaw Enforcement/Animal Control Officer (BLEO) beginning April 9. Mr. deBoon brings a wealth of enforcement experience and local knowledge with him. We look forward to his expertise to continue to maintain and build upon the service delivery standards that our current BLEO, Mr. Mortimer, has established. Although Mr. Mortimer will be retiring in April he will continue in a relief capacity for Mr. deBoon when he is unavailable.

BYLAWS

Council Procedure Bylaw Amendment

Council Procedure Bylaw 1022, 2009, Amendment Bylaw 1220, 2018 was adopted. This bylaw amends the month under section 9(1) from December to November and the term from three years to four years for when a Councillor is to be designated to act as Mayor when the Mayor is absent or unable to act.

OTHER INFORMATION

Easter Holiday Break

There will be NO garbage pick-up on Good Friday and Easter Monday.  Garbage that would normally be picked up on Friday, March 30 will be picked up on Thursday, March 29 and garbage that would normally be picked up on Monday, April 2 will be picked up on Tuesday, April 3.

Reminder to residents that garbage must be kept in a secure location (garage, shed or inside the house) and placed out for pick-up after 5 a.m. on collection day.

Volunteers Needed to Help with Community Clean-Up & Earth Day 2018 Events

It’s that time of year again! The District of Sparwood is challenging local clubs, workplaces and families to come out on Earth Day, Sunday April 22, for our fifth annual Sparwood Community Clean-up to help pick up the garbage that has accumulated throughout the winter. Volunteers will be supplied with garbage bags, gloves, and high-vis vests (if desired).

More details will be provided in the coming weeks!

All community groups, businesses and individuals are encouraged to participate and show their civic pride!

Middletown Crossing

In preparation for the work to commence on the Middletown – Highway 3/43 Intersection Improvements project, Fiorentino Bros Contracting Ltd will soon be burning the remaining slash piles from the 2017 clearing for BC Hydro’s access trail. As such, there will be smoke created, and we ask residents not to be alarmed.  Burning will be completed with a permit from the Ministry of Environment and the Sparwood Fire Department. This will be conducted when venting is good, however unexpected changes to the weather can happen. Equipment will be on site to manage an effective burn.
