Sparwood Council Facts

Community Energy and Emissions Planning

The Regional District of East Kootenay and BC Hydro will be sponsoring a planning workshop to identify opportunities and actions for energy conservation and reduction of GHG emissions in the fall. District of Sparwood staff will have an opportunity to participate in this workshop.

The community Energy and Emissions Plan supports local governments in achieving the GHG reduction and energy conservation targets that they have set in their Official Community Plan.

Off-street parking

At the Special Meeting of Council held July 30, council requested that staff return a report with recommendations regarding the issue of off-street parking during snow and ice removal operations. Staff were August 20 directed to draft an amendment to the “Sparwood Traffic, Parking and Highways Regulation Bylaw No. 472, 1987” to regulate vehicle parking in the winter months. Prior to implementation of a bylaw amendment citizen engagement will occur regarding the anticipated changes. This engagement will provide a venue(s) for residents to understand the anticipated changes as well as an opportunity for staff to address resident concerns.

Windrow removal

A report from the Chief Administrative Officer regarding windrow removal/financial aid or assistance, and a report from the Director of Operations regarding the District’s snow removal policy/windrow removal were both referred to the Select Committee of Council to review along with the District’s snow removal policies.

Bylaws

Bylaw 1097 cited as “Park Closure Bylaw 1097, 2012” was given third reading. This bylaw will close a small section of land that was designated as park during subdivision of the Whiskey Jack Resort Phase 1. The land will be used for a deceleration lane from Highway 43 onto Sparwood Heights Drive.

Bylaw 1101 cited as “Zoning Bylaw No. 264, 1981, Amendment Bylaw 1101, 2012” was introduced and given first and second reading and a Public Hearing date set for September 17, 2012. This amendment will remove the definition of Show Homes in the Low Density Resort Residential Zone.

Bylaw 1102 cited as “Subdivision Servicing Bylaw 591, 1994 Amendment Bylaw 1102, 2012” was adopted. This amendment allows for land developers to recover a portion of the costs of installation of community fiber optic, a reduction in required maintenance bond from 25% to 15%, and allowance for placement of the top lift of asphalt on roads if the bottom lift settles over one winter without any defects.

Invitation to participate on a Select Committee of Council, reviewing snow removal policies

The Select Committee of Council is established under Section 142 of the Community Charter. It has been formed to review the Public Works snow and ice policies and procedures. The district is seeking two representatives from the public-at-large. The two positions will be appointed until the work is completed, which is expected to be later this fall.

Interested individuals are invited to submit a completed Volunteer Application Form available at the District Office (136 Spruce Avenue) or on the District’s website at www.sparwood.ca.

Rink attendants

Sparwood’s Recreation Department is now hiring students for the 2012/2013 arena season. Interested applicants can drop off a cover letter and resume outlining their skills at the Sparwood Leisure Centre. For more information please call 250-425-0552.

Labour Day garbage collection

There will be no garbage picked up on Labour Day Monday, September 3. Garbage that is normally picked up on the Monday will be picked up on Tuesday, September 4. Please ensure you have your garbage out by 8 a.m.

Return to School

On September 4, children will be heading back to school.

Drivers are reminded to slow down and watch for children and school busses.

Motorists travelling in both directions must stop when approaching a stopped school bus with its red lights flashing.

Railway Crossing on Michel Creek Road

CP Rail will be replacing the railway crossing on Michel Creek Road. The plan is to close the Michel Creek Road Railroad Crossing on Tuesday, September 11 overnight and open on Wednesday, September 12 with traffic being detoured to Highway 43. This will improve the crossing rideability and longevity.

Be Bear Smart!

It is that time of year again when bears are bulking up for hibernation and eating as much food as possible. Bears have a very keen sense of smell and garbage or other food sources can easily attract bears to your property.

– Keep garbage in a secured shed or garage until pick up day. Never leave fish or meat remains outside or in your compost. Instead, put them in your freezer or a cold place until garbage day;

– Cooking oil, grease, dairy products or fruit should never be left outside or put in your compost.

– Try using lime to cut odor from your compost

– If you have fruit trees, pick the fruit as it ripens and clean up windfalls immediately. Remove any unwanted fruit trees.

 A fed bear is a dead bear – by ensuring that there are no attractants in our community the bears do not become habituated to human food sources.
