Sparwood Council Facts
The following is a synopsis of what occurred during the August 6 District of Sparwood council meeting.
BYLAWS
Bylaw Enforcement Notice Bylaw
Council adopted the Bylaw Enforcement Notice Bylaw. Under the system, the bylaw notice would essentially be the ticket for an infraction and any disputes would then go through the adjudication process. The District of Sparwood would work with the B.C. Ministry of Attorney General to appoint an adjudicator and the adjudications may be done electronically or in writing due to our remote location. The system will be implemented in the Fall 2024.
The Bylaw Notice Screening Officer Policy was also approved by Council at this meeting. This policy will set the guidelines for the Screening Officers, in order to maintain consistency and fairness, when reviewing a disputed bylaw notice.
BUSINESS
Variance Permit for 1500 Sparwood Heights Drive
Council authorized staff to issue notice to affected properties of its intent to consider development variance permit, DVP2024-007, to vary the requirements of the district’s Subdivision Servicing Bylaw regarding road, sidewalk, storm, lighting, and fibre-optic conduit design as well as the district’s Signage Bylaw regarding offsite signage related to a 21 lot subdivision in Westwood. An informal hearing has been scheduled to hear from the public on September 3, prior to consideration.
City of Fernie request for reduced rates
Due to the sudden closure of the Fernie Community Centre on June 12, the City of Fernie reached out to request that council apply the local youth rental discount of 20% to any Fernie youth organizations who book meeting or multipurpose rooms to help ease the transition for the groups and support their continued activities.
Council has approved their request until such time as a Fernie Community Hall, or similar type facility, becomes operational. The approval will only be applicable for the purpose of booking the meeting or multipurpose rooms and would not apply to any other facility bookings or rentals available within the Recreation Fees and Charges Bylaw, 1231, 2018.
Recreation Facility Advisory Committee Appointments
Council has appointed the following members to the Recreation Facility Advisory Committee: Members of Council: Mayor Wilks, Councillor Kallies, and Councillor Cardozo. Members of the public: Terri Domin, Shawn Endicott, Mike Harrington, Erin Hay, Karen Sheets and Sheri Taylor.
The first meeting will be held in September (2024).
OTHER
Recreational parking.
Please take note of the following regulations which apply to where and how long your RV, motorhome, or travel trailer can be parked on municipal roadways:
- Cannot be parked on public roadways for the purposes of offering them for sale.
- Cannot be parked on the road for more than 24 hours in duration.
- Cannot be parked on a walkway or greenbelt area.
- Cannot be parked upon a portion of a highway or greenbelt so that they obstruct pedestrian traffic.
- Cannot be parked on the left side of the road or facing the wrong direction of traffic.
