Sparwood Council Facts
Ms. Sherry Benko representing the Sparwood Arts Council made a presentation to District of Sparwood Council Feb. 17 on ideas for developing an Art Walk in Sparwood with elementary school children’s art. Art work from elementary school aged children will be displayed in businesses and public areas and then will be auctioned off twice a year with proceeds going to a charity of the artist’s choice.
Bylaws
– Bylaw 1141 cited as “Election Procedures Bylaw No. 940, 2005, Repeal Bylaw 1141, 2014” was introduced and given first, second, and third reading. In 2008 when a new election procedures bylaw was adopted the previous election procedures bylaw was not repealed.
– Bylaw 1142 cited as “Records Management Bylaw 1142, 2014” was introduced and given first, second, and third reading.
– Bylaw 1143 cited as “Freedom of Information and Protection of Privacy Bylaw 1143, 2014” was introduced and given first, second, and third reading.
– Bylaw 1144 cited as “Election Procedures Bylaw 1004, 2008, Amendment Bylaw 1144, 2014” was introduced and given first, second, and third reading. This amendment is being brought forward to resolve a tie in the voting process should it occur.
A lot draw is the process that can be set by bylaw if, at the completion of a judicial review the results of an election cannot be declared because of equality of valid votes for two (2) or more candidates.
– Bylaw 1145 cited as “Cease Fluoridation Bylaw 1145, 2014” was introduced and given first, second, and third reading. The question of fluoridation in the district’s water will be going to referendum in the fall of 2014 during the municipal election. This bylaw will be held in abeyance until the results of the referendum question are received.
– Bylaw 1148 cited as “Sewer and Water Reserve Replenishment Parcel Tax Assessment Roll Bylaw 1091, 2012, Amendment Bylaw 1148, 2014” was introduced and given first, second, and third reading. This amendment is required for additional water and sewer service connections.
Snow Removal Safety
Please do not allow your children to dig tunnels in the snow banks along district streets. Snow removal equipment operators have limited visibility and may not see children playing.
Parents and neighbours need to keep a watchful eye for where children are playing and warn them of the dangers.
Tea & Taxes & Treats
If you live in Sparwood, you are invited to a Public Budget Consultation Meeting that will be held to discuss the District’s Financial Plan for the next five years.
Council invites and encourages the public to attend and provide feedback that will assist council in setting priorities for our community.

Business Licences
All people carrying on a business within the municipality require a business licence. This includes all home occupations, catalogue sales, commercial, and out of town businesses.
This is a reminder to all local business owners that your 2014 Business Licences are now due.
If you have not purchased your current licence please come into our office and bring your account up-to-date.
New businesses can apply in person at 136 Spruce Avenue or on-line at www.Sparwood.ca under application forms.
Street Parking Regulations – October 1 – March 31
District of Sparwood “Sparwood Traffic, Parking and Highways Regulation Bylaw No. 472, 1987,Amendment Bylaw 1106, 2012” prohibits on-street parking from 6 a.m. to 4 p.m. October 1 to March 31 inclusive.
Residents should note that:
– Parking on the street during snow plowing, snow removal, snow hauling, or sanding operations is prohibited;
– It is an offence to push, place or throw or allow to be pushed, placed or thrown any snow or ice upon a highway or lane; and
– That no advance warning is required under the bylaw and the Motor Vehicle Act and offending vehicles will be towed. Please make appropriate arrangement for parking your vehicles.
Are your house numbers visible from the street?
Take a look at your house from the street at night to see if you can clearly identify your house numbers.
You may want to ask friends or neighbours who visit your home if they saw your house numbers easily.
Perhaps shrubs or trees are blocking visibility or the numbers are faded, or too small. Your house numbers should be visible from 150o at all angles.
In every emergency response time is critical; seconds lost can mean the difference of life and death. If your home or business is set back from the street, post your address number at the entrance to your driveway. New reflective lettering helps to make numbers visible at night.
Not only is this essential for fire, police or ambulance to find your home, it is also the law under the District Building Bylaw.
Student employment opportunities – Parks and Greenbelt workers
The District of Sparwood is looking for energetic and enthusiastic individuals who will be employed for the summer to work as summer parks and greenbelt workers beginning May 5 to September 5. The rate of pay is in accordance with CUPE Local 2698 Collective Agreement.
All applications including cover letter, resume, and proof of enrolment must be received by the District of Sparwood Municipal Office on or before 4 p.m., Friday, March 28. The ‘hat’ draw will be conducted on Monday, March 30. All successful applicants will be contacted following the draw. Applicants should be aware that work performance with the District of Sparwood will be considered for future employment.
Only students who have been enrolled on a full time basis in a post secondary institution or high school during the 2014 winter/spring term and are intending to return to school in the fall are eligible for these positions. Student application forms, including the proof of enrollment, are available at the Municipal Office, 136 Spruce Avenue or at the Sparwood Recreation Department, 367 Pine Avenue or on the District website at www.Sparwood.ca. Proof of enrollment form must be signed by the school Registrar’s Office.
Preference will be given to post secondary students.
All successful applicants will be required to have a valid driver’s license with a Class 5 or a minimum of a Class 7N or Class 7L. Applicants’ address must be the same on their driver’s license as on their mailing address or permanent address in Sparwood.
Any eligible applications received after the close date, will be automatically put on the bottom of this list, as well as any who are unable to start employment on May 5.

Building Permit Tips!
You will need a Building Permit for all types of work including, but not limited to:
– Constructing, repairing or altering a building, structure, plumbing system, swimming pool fence, fireplace, chimney or solid fuel appliance;
– Changing occupancy of a building;
– Moving, demolishing or excavation for a building or structure; and
– Any installation of plumbing (except replacement or repair of a valve, faucet, fixture or sprinkler head, stoppage or leak repair).
