Fernie Council Connection

The following is a break down of what occurred during the April 13 City of Fernie council meeting.

1. AGREEMENTS, LICENCES PERMITS & POLICIES

FernieFord1.1 Temporary Use Permit Application No. TUP-001 – LTS Infrastructure Services Limited Partnership  Council authorized the issuance of TUP-001 to LTS Infrastructure Services Limited Partnership for 1492 Highway No. 3. (Old Fernie Ford Dealership site) for the use of the building for warehouse and office space and to use the remainder of the area for construction vehicle parking and fenced outdoor storage of construction materials.  Report to Council

1.2 Development Variance Permit No. DVPA-323   Council authorized the issuance of Development Variance Permit No. DVP-323 for 32 Mt. Trinity to legalize the siting of the existing two-storey single family dwelling unit along the southeast property line and to vary the maximum sun deck projection for the construction of a proposed first and second storey ‘L’ shaped sun deck along a portion of the southeast property line.  Report to Council

1.3 Development Variance Permit No. DVPA-364   Council authorized the issuance Development Variance Permit Application No. DVPA-364 for 521 5th Avenue to vary the minimum rear yard setback for a proposed secondary detached dwelling unit along a portion of the west property line. Report to Council

1.4 Development Variance Permit No 362 – Alpine Trails Fairy Creek – East Kootenay Land Corporation  Council requested that the Director of Operations bring back a report for council’s consideration on the use of asphalt vs. concrete and the cost to maintain both surfaces. Report to Council

1.5 Development Variance Permit Application No. 366   Council approved Development Variance Permit Application No. DVPA-366 for 1301-10th Avenue and gave notice of their intention to consider the issuance of Development Variance Permit No. DVP-366 to vary the minimum rear yard setback and the maximum eave projection into the required rear yard setback for a secondary detached dwelling unit and single car detached garage with a ‘L’ shaped second storey sundeck. Report to Council

2. BYLAWS

Fernie CH V2.1 Zoning Bylaw No. 1750, Amendment Bylaw No. 173, Bylaw No. 2266, 2014   Council gave third reading and referral to the Ministry of Transportation and Infrastructure for approval. The purpose of the bylaw is to rezone the property at 521-5th Avenue from R1 Single Family Residential to R1B Single Detached plus Residential. Report to Council

2.2 Bylaw No. 2273 Official Community Plan Bylaw No. 2231, 2014, Amendment No. 2, Bylaw No. 2273, 2015.    Council gave third reading and adopted Bylaw No. 2273. The purpose of the bylaw is to amend the Watercourse Protection Development Permit Area and Hazard Lands Development Permit Area within the boundaries of the City of Fernie. Report to Council

2.3 Zoning Bylaw No. 1750, Amendment Bylaw No. 176, Bylaw No. 2275, 2015    Council gave third reading and referral to the Ministry of Transportation and Infrastructure for approval. The purpose of this bylaw is to rezone the property at 1301-10th Avenue from R2 Duplex Residential to R1B Single Detached plus Residential. Report to Council

3. OTHER INFORMATIONAL ITEMS

3.1 Federal Gas Tax Fund Strategic Priorities Fund (SPF)Capital Infrastructure Project Stream.    Council gave direction to staff to prepare a funding application to the Union of British Columbia Municipalities (UBCM) for the development of the 2015 Pedestrian Bridge Project, under the federal Gas Tax Fund, Strategic Priorities Fund and that the Mayor and Corporate Officer be authorized to execute all documents related to this matter. 3.2 Contract Award Facility Lighting Review and Upgrade.

Council awarded the development of the Facility Lighting Review and Upgrade to Prism Engineering for the contract price of $20,737.50 inclusive of all disbursements and applicable taxes. Report to Council

4. UPCOMING MEETINGS AND OTHER NEWS

Upcoming Council Meetings as follows:

– Monday, April 20, at 10 a.m. – Corporate Strategic Planning Session

– Monday, April 20, 7 p.m. – Budget Meeting / Council invites the public’s input into the proposed 2015-2019 Financial Plan at this Special Meeting

– Monday, April 27, Committee of the Whole (COTW) @10 a.m. & Regular Council Meeting @7 p.m.
