Sparwood Council Facts
Earth Hour 2012
The District of Sparwood will participate in Earth Hour 2012 on March 31, from 8:30 – 9:30 p.m. All residents are encouraged to participate in an effort to raise awareness and support for action on climate change. Switching off your lights and other nonessential power items for one hour is a simple way to send the message that you care about our planet.
Emergency Social Services
Emergency Social Services is a municipal emergency response program, which provides for the various short-term needs of evacuees and response workers in a disaster or emergency situation. Council authorized the Mayor and Director of Corporate Services to sign agreements appointing Maureen Josay as the Emergency Social Services Director and Sylvia Jones as the Deputy Emergency Social Services Director.
Council Appointments
Mayor Lois Halko and Councillor Fraser were appointed to the Columbia Basin Trust Subregional Funding Initiative. Councillor Wilton was appointed as an alternate to this committee.
Mayor Halko was appointed to Teck Coal Ltd.’s Communities of Interest Advisory Panel.
As-Built Inspection
Council approved the As-Built Inspection for 1243 Sycamore Road subject to the landscaping being completed by June 1, 2012 depending on inclement weather.
Bylaw Enforcement/Animal Control
The Mayor and Chief Administrative Officer were authorized to execute an agreement with Dean Juneau, carrying on business as East Kootenay Security Services, for the provision of Bylaw and Animal Control Services within the District of Sparwood. The term of the agreement is from March 28, 2012 to February 28, 2014.
2012 Strategic Goals
Council adopted the following 2012 Strategic Goals:

Highway 3 Climbing Lanes Project
Council approved a request from the Ministry of Transportation and Infrastructure for a Licence of Occupation for additional land needed for culvert replacement on Highway 3. The Ministry is asking for a temporary occupation permit on some small portions of land owned by the District in order for equipment to replace culverts.
Council travel
The mayor and one councillor were authorized to attend the Mine Rescue and First Aid Competitions being held in Elkford on Saturday, May 12, and the banquet at the Fernie Community Centre.
Any interested council members were authorized to attend an Emergency Management Workshop for Elected Officials in Cranbrook on May 17.
Bylaws
Fire Services Bylaw 974, 2008, Amendment Bylaw 1080, 2012 was adopted. This amendment sets charges issued for false alarms as follows: First false alarm – no charge; second false alarm within a calendar year – $60; third false alarm within a calendar year – $120; fourth and all subsequent false alarms within a calendar year – actual cost of responding including hourly charge for equipment.
A false alarm means the activation of a fire alarm system, resulting in the direct or in-direct notification of the Sparwood Fire Department and the attending at the address and the Fire Department does not find any fire damage, smoke in relation to the building, structure, residence or facility, or where there has been no emergency situation.
Emergency Measures Bylaw 911, 2012 was adopted. This bylaw was required to delegate Council’s powers and duties under the Emergency Program Act and to provide for the declaration of a local emergency.
Rain Barrel Art Contest and Silent Auction
Buy a Rain Barrel – Some are currently available at Alpine Lumber, right here in Sparwood!
Paint the Rain Barrel – Find an artist or even an employee that will paint the barrel for you.
Send the following information to Jen Woodall ([email protected]) before April 15: photo of painted barrel, artist’s name, sponsor’s name, display location.
If you don’t have somewhere to display your barrel publicly, we will find a great spot for it.
We will send you a Silent Auction sign-up sheet to display beside your barrel so you can start collection bids right away! Collect bids until Arts & Culture Week (April 22-28). Send your bid sheet to Jen Woodall on April 30. We will contact the winners and let them know where to pick up their barrel!
Sparwood residents that bid on the painted rain barrels will be entered into a draw to win water friendly landscaping work in their yard by Elk Valley Greenhouse.
Half of the money raised will go to the Sparwood Arts Council and the other half will cover the cost of the landscaping work.
