Six-storey apartment building heads to final reading
City of Cranbrook council Oct. 25 passed the third readings of official community plan (OCP) and zoning amendments for a proposed 71-unit, six-storey building on 4th Street North.
The city has received an application from West Urban Developments Ltd., which proposes to construct a multiple family residential building, comprised of one-and-two-bedroom, rental units.
On October 4, council gave second reading to OCP amendment Bylaw No. 4055, 2021, and first and second readings to Zoning Amendment Bylaw No. 4056, 2021 – West Urban Development – 1716 – 4th Street North, and referred both amendments to the Advisory Planning Commission (APC) for a recommendation, and referred the zoning amendment to the Ministry of Transportation and Infrastructure for approval.
The APC reviewed the proposed bylaw amendments and recommended council approve them.
In a report to council, Engineering and Development Services’ Rob Price noted that if the rezoning is successful, the applicant will require a Development Variance Permit for a reduced parking requirement from two parking spaces to 1.5 parking spaces per dwelling unit.
Additionally, residential development policies in Section 6 of the city OCP support: “An efficient use of existing land and infrastructure; moving toward higher densities and achieving a 60% to 40% ratio of single family to multi-unit residential development and an intensification of land uses and sustainable residential development,” the staff report outlined.
“The housing study indicates a need to address housing gaps and provide for a diverse range of incomes and housing needs. The market for this project is understood to be a growing seniors segment and young professionals, but also includes young families. Staff feel the OCP and rezoning application meets the objectives and intent of the Official Community Plan policies and Housing Needs Study for residential development.”
The proposed OCP amendment bylaw and Zoning amendment bylaw will be brought back for adoption upon approval of the Zoning amendment bylaw by Ministry of Transportation and Infrastructure.
In addition, the proposed OCP and zoning amendments were circulated to School District No. 5 for information and comment due to possible impact on future school planning in the area. No response has been received to date.
