Water Smart Ambassador Program

District of Sparwood council Sept. 5 received a report on the Water Smart Ambassador Program activities for 2011.  The Water Smart Ambassador had an average of three residential lawn assessment requests per week over the summer.  Park audits were carried out to different District green spaces to determine if there were any leaks.  Programs have been started up to help reach the water conservation goal of reducing water demands by up to 50% by 2015.  Some of the programs included the rain barrel contest, painting the back of dugouts, the toilet replacement program, garden parties and painting fish at catch basins.

The District will be applying for funding from Columbia Basin Trust to run the program for the summer of 2012.

CPR Safety Improvements

Council approved a request from CPR to participate in proposed safety improvement at the CPR crossing on Michel Creek Road by funding up 12.5% of the work estimated at $3,663.38.  CP Rail would like to replace the existing lights with LEG light units to provide brighter and extended coverage at the crossing.

Committee of the Whole Meeting

The Committee of the Whole Meeting scheduled for Monday, Sept. 12, 2011 has been cancelled.

Iron Rail Overpass

The contract with Tekton Construction Ltd. for completion of the Iron Rails Overpass has been extended to September 30, 2011.

Mountain View School – Teck

Council supported the addition of the gym area at Mountain View School to the existing leased area with Teck for use as office space.  The term of the lease will be October 4, 2011 to April 30, 2015 at a rate of $2,536 per month.  Renovations can be completed without damaging the floor to maintain the current conditions of the area.

Rivercrest Cemetery

Before making any decisions on removal of adornments in Rivercrest Cemetery, District staff will be gathering information on other communities’ bylaws and policies for cemetery regulations.

Following that, notices to seek input on solutions will be posted in the newspaper and on our website.

Engine 2 Fire Truck

Sparwood Fire Department personnel were authorized to take Engine 2 Fire Truck to the Mine Rescue Competition in Fernie on the weekend of September 10 and 11.  This engine is currently for sale and is not being used by the department.

Bouquets to Sparwood

The District of Sparwood received a letter from Iris Evans, Alberta Minister of International and Intergovernmental Relations praising the community.

“Your community takes my breath away!  Let me explain.  Last Sunday I drove into your town on a beautiful, sunny British Columbia morning to see the world’s largest truck.  Every lawn, every public place, every fence line, every flower, every home – neatly manicured, pruned, plucked and perfect!

The place virtually sparkles – even more, because by contrast, few communities demonstrate such pride and performance –consistently throughout!

You win my praise as a community that cares and shows it!  As it was early in the day, only one gentleman with a dog was out so I didn’t experience firsthand, the charm of your people!  By illustration though –Sparwoodians must be quite simply superb!  Congratulations!”

Halko appointed

Councillor Halko was appointed as the District representative to the Community Literacy Advisory Council.  The CLAC is a community group that meets to discuss literacy in the Elk Valley, form partnerships around literacy initiatives, and create goals and actions for the District Literacy Plan.  For more information about the District Literacy Plan or about literacy initiatives in the Elk Valley please contact Leah Wilkie at [email protected] or 250-423-3023.

Bylaws

Following a hearing to receive input from the public council gave third reading to the following bylaws and referred them to the Ministry of Transportation and Infrastructure for approval.

Bylaw 1071 cited as  “Zoning Bylaw No 264, 1981, Amendment Bylaw 1071, 2011”.  This amendment addresses the use of outdoor wood burning boilers as well as text amendments to definitions, residential, commercial, industrial and general regulations.

Bylaw 1074 cited as “Mobile Home Parks Bylaw No. 288, 1982, Amendment Bylaw 1074, 2011”.  This amendment has been requested to allow for larger accessory buildings on mobile home sites.

Public Notice is hereby given to the electors of the District of Sparwood that nominations will be received for each of the following offices:

School District No. 5

School Trustee one (1)

Nominations for qualified candidates will be received by appointment with the Deputy Chief Election Officer (Melody Bruce, 250-425-6699, cell 250-425-3943) during the following period at the District of Sparwood Municipal Office 9 a.m. – 4 p.m., Tuesday, October 4; 8:30 a.m. – 4 p.m. Wednesday, October 5 to Friday, October 7; and 8:30 a.m. – 4 p.m. Tuesday, October 11 to Friday, October 14.

NO NOMINATIONS WILL BE ACCEPTED AFTER 4 P.M. FRIDAY, OCTOBER 14.

Make Sure That You Are On the District of Sparwood Voters List

The District of Sparwood will be using the Provincial Voters List for the upcoming local government elections.  To confirm that you are on the list, you may call or visit the District of Sparwood Municipal Office at 136 Spruce Avenue, 250-425-6271.  Every person who meets the following requirements and is not listed on the current voters list may register as an elector of the District of Sparwood at the Municipal Office during regular office hours from 8:30 a.m. to 4 p.m. local time, Monday through Friday until  September 27.

Resident Elector

a) is a Canadian citizen; and

b) is, OR will be on November 19, 2011, age 18 or older; and

c) has been a resident of BC for the past six months; and

d) has been a resident of the District of Sparwood for the past 30 days; and

e) is not disqualified by any enactment from voting in an election or otherwise disqualified by law.

Property Elector

a) is not entitled to register as a resident elector of the District of Sparwood; and

b) is a Canadian citizen; and

c) is, OR will be on November 19, 2011, age 18 or older; and

d) has been a resident of BC for the past 6 months; and

e) has been a registered owner of real property in the District of Sparwood  for the past 30 days; and

f) has received the written consent of a majority of the registered owners of the property designating you as the one who may vote (only one person may vote on the property qualification no matter how many owners there may be); and

g) is not disqualified by any enactment from voting in an election or otherwise disqualified by law.
