Sparwood council facts

Climate Change Initiative

The District of Sparwood will submit an application to Columbia Basin Trust under the Communities Adapting to Climate Change Initiative for funding in the amount of $10,000 for projects that support public education and communication activities in adapting to climate change.

National Sex Offender Registry

District council Dec. 19 voted it will send a resolution to the Association of Kootenay Boundary Municipalities to seek support for necessary changes to the Criminal Code of Canada to make the sexual offender registry public.  Kootenay-Columbia MP David Wilks introduced a petition to the House of Commons in early November that seeks a strengthening of laws to protect children.  Local resident, Jill Klapp, developed and circulated the petition through the help of local businesses.

Hydro Excavating Truck

A recommendation from the Director of Operations to purchase a hydro excavating truck from Vimar Equipment Ltd. was approved by Council.  The proposal for a 2012 Vactor 2110 Plus model mounted on a 2012 International 7500 SBA 4×2 Chassis from the local supplier in Cranbrook is estimated at $355,127.36.

Highway 3 – Finning Hill

The Ministry of Transportation and Infrastructure’s offer to purchase 2.2197 hectares of land for $27,500 was accepted by council.  The Highway 3 Climbing Lanes Project is scheduled to commence in 2012 and will include a new intersection to Sparwood Drive, climbing lane, and pull out on Finning Hill.

Sparwood Drive Extension

The Mayor and CAO were authorized to execute the Client Consultant Agreement awarding the Sparwood Drive Extension #2 Planning and Engineering Project to CTQ Consultants Ltd. for a cost of $86,695.  The project will consist of the planning, civil engineering, transportation engineering, geotechnical and surveying for a proposed industrial subdivision and road connections to the intersections that will be created with the Highway #3 Climbing Lane Project.

Elk Valley Physicians

Mayor Lois Halko will schedule a meeting with Dr. Halpenny, CEO of Interior Health to review the doctor on-call provision for Sparwood.  Dr. Sugden gave six months notice in May 2011 leaving Elkford with one doctor and cutting Sparwood’s emergency coverage by one-fourth.

Bylaws

The following bylaws were all adopted:

–  Upper Elk Valley Fire Protection Services Authorization Bylaw 1037, 2010, Amendment Bylaw 1082, 2011 (This amendment excludes two properties that are more than 13 km from the closest fire hall in Sparwood.)

–  Land Sales Reserve Expenditure Bylaw 1083, 2011.

–  Capital Works, Machinery and Equipment Reserve Expenditure Bylaw 1084, 2011

–  Street Repaving Reserve Fund Expenditure Bylaw 1085, 2011

–  Recreational/Cultural Capital Works Reserve Expenditure Bylaw 1086, 2011

– Waterworks System Reserve Fund Expenditure Bylaw 1087, 2011

–  Sewer System Reserve Fund Expenditure Bylaw 1088, 2011

Council Travel

Mayor Halko and Councillors Baytaluke and MacIntyre were authorized to attend an Elected Officials Seminar in Nelson on February 15-17, 2012.

Certificate of Recognition

MP David Wilks presented the volunteers, RCMP, Search and Rescue, Emergency Services of British Columbia, and the District of Sparwood Certificates of Recognition for the efforts put forth in the investigation and safe return in September 2011 of Kienan Hebert.

Merry Christmas!

Mayor, council and staff of the District of Sparwood extend their very best wishes for the Holiday Season. In lieu of sending out Christmas cards and in keeping with the true spirit of Christmas a donation has been made to the Sparwood Food Bank and Toys for Tots.
