The following is a synopsis of both the November 14 and 28 District of Elkford council meetings.
Nov. 14
Bylaws
Subdivision and Development Servicing Bylaw No. 776, 2016 received second and third readings. This bylaw will regulate the subdivision and development process when considering the creation of new parcels of land or a larger scale development.
Inter-Community Business Licence Bylaw No. 792, 2016 received third reading. This bylaw will authorize the District of Elkford to implement the Inter-Community Business Licence (ICBL).
Business Licence Amendment Bylaw No. 791, 2016 received its third reading. This amendment is necessary to add provisions of the Inter-Community Business Licence to Elkford’s existing Bylaw. In addition, the following amendments will be made: Remove the requirement to hold a valid business licence for participants of a trade show, farmers market, or a craft fair organized by the district, or the Elkford Chamber of Commerce, or a local non-profit organization; Remove the discount for early payment of the business licence.
Zoning Amendment Bylaw No. 793, 2016 received first two readings. This bylaw will have an effect of rezoning the property at 224 Alpine Way from commercial to residential.
Urban Deer Management Funding Council directed staff to apply for a grant through the 2016/17 Provincial Urban Deer Cost-Share Program to be used for urban deer management in Elkford.
Nov. 28
Outdoor Skating Rink
Due to the warm weather experienced over the past few winters, council chose to discontinue the outdoor skating rink for the 2016/2017 winter season. The installation of the rink will be re-evaluated on an annual basis.
Bylaws
Subdivision and Development Servicing Bylaw No. 776, 2016 was adopted. This bylaw will regulate the subdivision and development process when considering the creation of new parcels of land or a larger scale development.
Official Community Plan Amendment Bylaw No. 788, 2016 and the Zoning Amendment Bylaw No. 789, 2016 received third reading. The proposed amendments are to include currently unzoned areas into the Zoning Bylaw, to consider residential development in areas designated Forest and Recreational Resources by the OCP, and to add a new Large Holding Zone to the Zoning Bylaw.
Business Licence Amendment Bylaw No. 791, 2016 was adopted. This amendment is necessary to add provisions of the Inter-Community Business Licence to Elkford’s existing bylaw. In addition, the following amendments are included:

Inter-Community Business Licence Bylaw No. 792, 2016 was adopted. This bylaw authorizes the District of Elkford to implement the Inter-Community Business Licence (ICBL).
Fees and Charges Amendment Bylaw No. 794, 2016 received the first three readings. This bylaw will add the fees for the Elk Valley Access Pass and amend a few of the fire training fees.
Fire Protection and Life Safety Amendment Bylaw No. 795, 2016 received first three readings. This bylaw will remove the requirement for a fire investigation fee, and will increase the re-inspection fee.
Official Community Plan Amendment Bylaw No. 796, 2016 and the Zoning Amendment Bylaw No. 797, 2016 received first two readings. The proposed amendments will re-designate and rezone property at 2700 Balmer Drive (the Lutheran Church) to allow for a Single Family Dwelling.
