Sparwood Council Facts

Delegation

Mr. Frank Lento, Chair Board of Trustees of School District 5 was in attendance at the meeting to advise council that the board has been successful in obtaining 12 Automated External Defibrillators (AED’s)for the three communities in the Elk Valley.  The School District will work with the fire departments in each community to determine the best location for each of the machines and to coordinate training sessions.

Vacancy rates

Every year the Planning and Engineering Department contact local apartment owners, seniors housing and mobile home park managers to determine the vacancy rate in the district.  While Sparwood already has a very low vacancy rate of 3.7%, this result has been skewed by the fact that Pinecrest Apartments has one building under construction.  If those units were to be removed from the calculations the vacancy rates would be 1.52%.

Sparwood Lions Club

Council gave their support, in principle, to the Sparwood Lions Club proposal to construct a community gazebo/event shelter to be located on the Leisure Centre grounds adjacent to the existing track and sports field.  Plans and location will have to be approved through council prior to construction.

141B Aspen Drive – lease

Council supported a request from Kootenay Valley Homes to temporarily sublet two office spaces for ‘business only office use’ at 141B Aspen Drive.  The request is to accommodate a Registered Massage Therapist on a month-to-month basis and a helicopter business for a one-year term.

Leak Detection Program

Council gave their approval to continuance of the Leak Detection and Repair Program started in 2010.  Water and sewer flow comparisons show that Sparwood is considerably higher than the national average for water consumption.

Sparwood Future Society

The Mayor and CAO were authorized to execute a lease renewal agreement with Sparwood Futures Society for Mountain Shadows Campground.  The term of the lease is for 10 years with a rate of $2,000 for the first year increasing by $100 each subsequent year.

DVP – 100 Aspen Drive

Council authorized sending out notices to surrounding property owners who may be affected advising them that Council will, at the regular meeting on February 20, consider a Development Variance Permit to waive the requirement for roadways to be designed, cleared, graded, drained and surfaced in accordance with the Subdivision Servicing Bylaw.  This application is for the development of eight manufactured home spaces at 100 Aspen Drive (Mountain View Mobile Home Park).

Elk River Flood Protection Works

The District of Sparwood received funding under the Building Canada Fund – Communities Component Flood Protection Program for the Sparwood – Elk River Riprap Protection Works Project.  This project will complete protection of the Elk River Pedestrian Bridge and pipeline crossing.

Highway 3 Climbing Lanes Project

The Ministry of Transportation and Infrastructure has submitted an Offer to Purchase .088 hectares of land west of the Transfer Station where they intend to install a vehicle inspection site.  This land purchase is in addition to the land the Ministry purchased for the Highway #3 Climbing Lanes Project on the Finning Hill.

Teck Office Location

Council authorized Teck representatives access to the parking lot adjacent to the District Office for the purpose of undertaking a geotechnical study on the soil substructure.  Teck will be doing some test drill sampling on the site of February 15.  If the site is not selected for the location of their new office, Teck will be responsible for asphalt repairs.

Committee of the Whole recommendations

The following recommendations from the Committee of the Whole Meeting held January 30, were approved by council.

-The 2012 Nuisance Mosquito Control Program was approved to proceed with consideration given to reductions in the level of treatments and training of district employees.

– Staff was directed to proceed with the design and tendering of the Sparwood Heights Drive watermain to include the water line through Westwood and through 6800 Highway 43, the northerly property for sale to P&H.

–  Staff was directed to prepare budgets for preliminary engineering for the proposed Sparwood Proper reservoir and related interconnections with the Sparwood Proper pressure zone and proceed with the design for the Michel Creek Road Water Project with consideration of the new reservoir.

– Staff proceed with design on intersection and access improvement at Highway 43 and Sparwood Heights Drive and negotiate costs with P&H for their share.

– Staff negotiate changes to the Whiskey Jack MDA that may include the construction of a portion of the watermain through Westwood.

– Council decide if the Elk Valley Firewood site is suitable for further exploration and development of a gravel pit, asphalt plant and or material storage area in the area and staff proceed to complete more analysis of materials, quantities and costs to determine if this site warrants development.

– Staff was directed to report back to council on ways to mitigate noise and dust levels of developing a gravel pit and asphalt plant at the Elk Valley Firewood Site.

– Staff was directed to review the Snow Removal Policy and report back to council.
