Sparwood Council Facts

The following is a synopsis of items covered during the Dec. 17 District of Sparwood council meeting.

DELEGATIONS

Michel Creek Road residents

A delegation from Michel Creek Road brought their concerns to council regarding speed limit enforcement along Michel Creek Road. The delegation was advised that council would speak to Teck and the RCMP to address the issue.

Joyce Kutzner

Joyce Kutzner requested funding support from council to establish an animal shelter in Sparwood. Ms. Kutzner was advised that council would consider her request during the budget process.

Elk Valley Cumulative Effects Assessment and Management

Scott Beeching, representing CEMF, presented the Elk Valley Cumulative Effects Assessment and Management report, which council endorsed following his presentation.

BUSINESS

Michel-Natal- Sparwood Heritage Society

Council approved a grant-in-aid to the Michel-Natal- Sparwood Heritage Society for $6,000 to off-set utility and snow removal costs in 2019. The society has agreed as a condition of the grant-in-aid to fundraise and apply for grants that could be used to cover future operational costs.

Land use permit

Council authorized a Land Use Permit between the district and CanWel Timber Ltd. for the use of lands for the placement and maintenance of the municipality’s sign located on Highway 3 southwest of Sparwood. The permit will be for five years commencing April 1, 2017 for the total cost of $1,600.

Off-leash dog park

Council resolved to set aside $30,000 and land located at 477 Pine Avenue for the development of an off-leash dog park, contingent upon the Dog Park Working Group developing a plan on how the balance of the capital costs could be raised to cover the balance of capital and future operations.

RDEK planning function

Council authorized the execution of a Cost Sharing Service Agreement with the Regional District of East Kootenay (RDEK) to enable participation in the planning function of the RDEK. The agreement will be for four years with a fixed annual amount of $24,512.

Sports group storage facilities

Council directed Staff to develop a policy and design guidelines, in consultation with user groups, for storage facilities on district lands.

Commercial lot for sale

Council authorized advertisement of the sale of Lot 3 at Middletown Place under the following terms and conditions: Sale price of $800,000; Registration of an Option to Purchase in favour of the district, requiring a building permit within three years of the date of transfer and completion of construction of a hotel within thirty months of permit issuance; and Registration of a covenant restricting use of the parcel to a hotel and accessory/ancillary uses.

BYLAWS

Revenue Anticipation Borrowing Bylaw No. 1244, 2018 was given three readings. This bylaw is to provide for an operating line of credit in 2019 if required. The district has not had an overdraft for many years, however there is always the possibility that one could be created if transfers from investments get delayed.

This bylaw will be considered for adoption at the January 7 regular meeting.

OTHER NEWS

The District of Sparwood is pleased to announce that Jeremy Johnston (pictured) has been appointed as the Manager of Planning effective December 27, 2018. Mr. Johnston has been the Planning Assistant for the District since April of 2017.
