Sparwood Council Facts
The following is a synopsis of what occurred during the July 16 District of Sparwood council meeting.
HEARINGS
Development Variance Permit (DVP) 2019-003 for 7555 Highway 43 (Elk Valley Mobile Home Park)
An informal hearing was convened to provide opportunities for the applicant, Daniel Point Homes Ltd. and Centennial Ventures Ltd., and the public to be heard by council in relation to the request for variances to Mobile Home Parks Bylaw No. 288. The variances requested are intended to address existing and proposed mobile home spaces. Although one written submission had been submitted in advance of the hearing, it was not distributed as its content was not relevant to variances being requested. At the hearing, two members of the public expressed their concerns regarding water supply in the park and the issuance of a building permit at the hearing. Council will consider whether to grant the variances and issue the permit at the Aug. 21 regular meeting.
BYLAWS
OCP & Zoning Bylaw Amendments
Council adopted Official Community Plan (OCP) Bylaw No. 1165, 2015, Amendment Bylaw 1239, 2019 and Zoning Bylaw No. 264, 1981, Amendment Bylaw No. 1240, 2019. These bylaw amendments changed the land use at 441 Pine Avenue from āMulti-Family Residentialā to āParks and Natural Areasā and āCivic and Institutionalā, and the zoning from āInstitutionalā to āParks and Recreation.ā
Traffic Bylaw Amendment
Sparwood Traffic, Parking, and Highways Regulation Bylaw No. 472, 1987, Amendment Bylaw 1256, 2019 was given first three readings. This amendment proposes to permit the sale of flowers, fruit, vegetables, seafoods, or other commodities or articles on a municipal highway. This bylaw will be brought forward to a special meeting of council on July 30 for consideration of adoption. For more information, see the staff report and bylaw
BUSINESS
BC Rural Dividend Program
Council authorized the submission of an application to the BC Rural Dividend Program for the Downtown Revitalization and Economic Development Project and directed staff to include $25,000 in the 2020 budget to support this grant application. The BC Rural Dividend Program provides assistance to rural communities with populations of 25,000 or less to strengthen and diversify their local economies. During their priorities setting process, Council identified downtown revitalization and economic development as two of its priorities for 2019-2022.
Private Managed Forest Lands
Council authorized Mayor David Wilks to respond to the Ministry of Forests, Lands and Natural Resources Operations and Rural Developmentās consultation invitation on the Private Managed Forest Land Act and request that the Act require standards that are equivalent to Crown forest land regulations and that Section 21 be amended to allow local governments to regulate, but not prohibit forest management activities. The Ministry is reviewing the Private Managed Forest Land Program and are seeking the publicās input through an on-line survey or written submissions by emailing Forest Tenures Branch @gov.bc.ca until July 22 at 4 p.m.
