Sparwood Council Facts

The following is a synopsis of what occurred during the May 3 District of Sparwood council meeting.

DELEGATIONS

Sparwood Search and Rescue

Mayor and Council were pleased to present Jackie Carpenter, Pierre Laberge and Andrea Murland of Sparwood Search and Rescue (SAR) with the 2021 Volunteer Organization of the Year Award. SAR has been providing service to Sparwood and the surrounding area since the late 1970s. The district thanked SAR members for their dedication and the invaluable service they provide to the community.

Be Amazing Campaign

Cathy Peters representing the Be Amazing Campaign presented to council. The Be Amazing Campaign raises awareness to the issue of Human Sex Trafficking and Sexual Exploitation for the purpose of prostitution to politicians, police and the public. In Canada, the National Human Trafficking Hotline number is 1-833-900-1010.

BYLAWS

Financial Plan & Tax Rates Bylaws

Financial Plan (2022-2026) Bylaw No. 1295, 2022 and Tax Rates Bylaw No. 1296, 2022 were adopted. The Financial Plan sets out the objectives and policies of the municipality for each funding source; the distribution of property value taxes; and the use of permissive tax exemptions. The Plan also sets out the proposed expenditures by the municipality, funding sources and transfers between funds. Tax Rates Bylaw 1296, 2022 sets out the rates for the 2022 property taxes.

BUSINESS

Statement of Financial Information (SOFI)

Council approved the 2021 SOFI report which includes: a list of council remuneration and expenses paid; a list of remuneration paid to employees who earned more that $75,000; the total remuneration paid to all employees; a list of suppliers who were paid more than $25,000; a list of grants disbursed that were more than $25,000 in 2021; and total of all payments and grants paid during 2021.

DVP 2022-001 Mountainview Mobile Home Park

An informal hearing was held for development variance permit 2022-001 to vary the standards of the Mobile Home Parks Bylaw to support a proposed expansion of five mobile home park spaces at Mountainview Mobile Home Park. Council refused issuance of the permit during the regular meeting that followed the hearing.

Community Funding and Support Request

Council approved the allocation of $1,500 from the Community Funding and Support Program to Merlin Shelby in support of a Parkinson’s Charity Golf Tournament event at the Sparwood Golf Course in June.

Strategic Priorities

Council approved the Strategic Priorities – Quarterly Update. The summary is updated quarterly to communicate staff progress towards the strategic priorities that were reviewed and updated by council at the August 31, 2021 council meeting.

General Local Election 2022

Mayor and council are pleased to announce that Sue Mortimer has been appointed as the Chief Election Officer for the purpose of the 2022 general location election. Council also appointed Nicole Thurman, Michele Schalekamp and Megan Rawles as Deputy Chief Election Officers.
