Sparwood Council Facts

The following is a synopsis of what occurred during the July 5 District of Sparwood council meeting.

BYLAWS

Multi-Purpose Facility Loan Authorization Borrowing Bylaw

Council gave three readings to the bylaw at the June 28 special meeting. The bylaw will authorize borrowing up to $15,000,000 for the new Multi-Purpose Facility. After receiving statutory approval, the question will be on the ballot in the fall municipal election seeking approval.

BUSINESS

Hot Tub Replacement

After 37 years of service, the hot tub has begun to show its age. During the last two years, repairs have resulted in 331 closures since August 26, 2020. The Committee-of-the-Whole discussed a proposed strategy for the replacement of the hot tub, which will occur in 2023. This will allow more time to consider universal design and apply for potential grants.

Electric Vehicle (EV) Fast Charging Expansion

BC Hydro reached out to the District of Sparwood regarding the expansion of EV charging stations. Council approved a Memorandum of Understanding with BC Hydro to allow them to access a grant from Natural Resources Canada to complete the work.

Pedestrian Bridge Lighting

The green solar light poles on the Elk River Pedestrian Bridge (pictured above) were in need of repair and the District of Sparwood received a tender that was within budget. Council authorized staff to proceed with the project at a cost of $306,393.38 (plus applicable taxes), to be completed by Martech Electricial Systems Ltd.

 

Grader Procurement

Council approved the purchase of a new CAT 140 Motor Grader with attachments to replace the current 20-year old machine. The cost of the new grader is $498,734 plus applicable tax (this includes a trade in value of the old grader of $30,000).

Fire Engine Replacement

Fire Engine 1447 has aged and is past its service life of 20 years. In the 2021 capital plan, $800,000 was identified for this replacement. The new recommended piece of fire apparatus was selected primarily for its high-capacity pump, and the various attachments and upgrades that can be utilized for multiple uses on an emergency scene. Council approved the purchase of the new fire engine at a cost of $799,979.08 plus applicable taxes.
