Sparwood Council Facts

Environmental undercarriage maintenance wash

Mr. Charlie Hrabec made a presentation to District of Sparwood council Oct. 1 on an environmental undercarriage maintenance wash system that he would like to develop in Sparwood. This system includes a combination of a drive-thru undercarriage wash and skin steam cleaning that restores vehicle compliance with safety and environmental regulatory requirements.

Whiskey Jack Resort

Mr. Ray Martin of Martin Geomatic Consultants Ltd. provided Council with an update on the Whiskey Jack Resort development. Phase one of the development is half built out and they are in the process of putting in the last lift of asphalt.

Phase two development started in the fall of 2011 and it is anticipated that all infrastructure will be completed next week. Phase 2a plans include 3 duplex units and 47 single family units. Phase 2b plans include approximately 60 senior units, approximately 45 multi-family units, an RV park, and 50 cabins.

The Mayor and Chief Administrative Officer were authorized to execute a Modification Agreement to the Whiskey Jack Resort Master Development Agreement approving the addition of four housing units and allowance for shifting of the densities within the approved areas.

1319 Whitewood Crescent

Council approved a Design Review Application for 1319 Whitewood Crescent subject to zoning approval, submission of landscaping plan, and the garage being offset to provide a break from the long narrow appearance exposed to the street.

Council travel

Travel was approved for any member of council who would like to attend the Ktunaxa Kinbasket Treaty negotiations presentation in Fernie on October 10, and the Carbon Neutral Kootenay workshop in Kimberley on November 5.

Bylaws

Bylaw 1026 cited as “Officers and Officials Bylaw 1026, 2012” and Bylaw 1038 cited as “Officers and Officials Benefits Bylaw 1038, 2012” were adopted.

Bylaw 1105 cited as “Recreation Fees and Charges Bylaw 1041, 2010, Amendment Bylaw 1105, 2012” was given first, second and third reading. This amendment simplifies the fees and charges system, eliminates duplicate rates, and adopts current admission practices.

Bylaw 1106 cited as “Sparwood Traffic, Parking and Highways Regulation Bylaw No. 472, 1987, Amendment Bylaw 1106, 2012” was given first, second, and third reading. This proposed amendment will prohibit on-street parking from 6:00 am to 4:00 pm October 1 to March 31 inclusive.

Community Sport Hero Awards

Congratulations to David Endicott, Karen Hughes, Kelvin Hughes, Holly Johnston, Pete Templin, Michel Thibeault, Cindy Thummerer, and David Wilks who received Community Sport Hero Awards. The awards hosted by Sport BC and sponsored by Teck recognize community volunteers who have made a significant contribution to sports programs in Sparwood. On-street parking

The effective and efficient provision of snow and ice control operations is necessary to allow the District of Sparwood to function under winter weather conditions. The district’s snow plows cannot deliver their best service when vehicles are parked on highways, roadways or lanes. The district asks you to please park your vehicle(s) in your driveway as soon as the snow begins to fall – empty streets enable snow plows to do a better job and ensures room for sanding equipment to cover more space.

To achieve efficiencies in snow removal and to reduce unequal windrow distribution while plowing, Council will be considering adoption of Bylaw 1106 on October 15, at 7 p.m. during their regular meeting. Bylaw 1106 amends the “Sparwood Traffic, Parking and Highway Regulation Bylaw No. 472” to prohibit on-street parking from six o’clock am to four o’clock pm October 1 to March 31, inclusive.

Residents should note that:

– Parking on the street during snow plowing, snow removal, snow hauling, or sanding operations is prohibited;

– It is an offence to push, place or throw or allow to be pushed, placed or thrown any snow or ice upon a highway or lane;

– That no advance warning is required under the bylaw and the Motor Vehicle Act and offending vehicles will be towed. Please make appropriate arrangements for parking your vehicles.

The Public Works Department thanks you for your co-operation so that the roads can be maintained in a satisfactory condition during the winter season.

The District of Sparwood is proud to salute our firefighters

During Fire Prevention Week we are given the opportunity to tell all of our firefighters just how much they are appreciated by council and residents of Sparwood. Sometimes they are taken for granted until we need them in an emergency and only then do we truly recognize the courage and strength they personify.

We extend a heartfelt thanks to all of our skilled and qualified firefighters for their dedication, commitment to fire rescue, training, fire safety and education, and pay tribute to them during

FIRE PREVENTION WEEK October 7 – 13

The Sparwood Fire Department has prepared some valuable community events for Fire Prevention Week this year. The focus for this year is ‘Working Smoke Alarms Save Lives,’ and ‘Have Two Ways Out.’

Fire department members will be going door to door in some of our most vulnerable residential areas to check smoke alarms and talk about fire safety.

Through a provincial program the fire department will be installing new smoke alarms in households that do not have one or their smoke alarm is not working. An open house is planned for October 13 at Station #1 from 10 a.m. to 3 p.m. and we will have our trucks on display along with fire safety information.
