Sparwood Council Facts
The following is a synopsis of what occurred during the Dec. 19 District of Sparwood council meeting.
Business
Council authorized a lease agreement between Danielle Charlebois and the District of Sparwood for property located at 156 Spruce Avenue (former Engineering Building) for the period February 1, 2017 to January 31, 2022. The purpose of the lease is for operating a daycare and is for the sum of $24,000 in the first year increasing by two per cent annually for the term of the agreement totaling $124,897.08.
Youth Action Sparwood
Council authorized the allocation of up to $3,000 each year for 2017 and 2018 and an additional $1,500 for 2019 to be used for facility rental fees and equipment rentals by Youth Action Sparwood. Funding approval is subject to all other grant funds being used first each year. Youth Action Sparwood is the active program overseen by the Youth Advisory Commission, which is working to form an active youth network in Sparwood.
Sparwood Golf Course
Council authorized a Memorandum of Understanding (MoU) be endorsed between the Sparwood Golf Club Society and the district. The purpose of the MoU is to support the development of a strong and effective working relationship between the parties, facilitate the development of a strong and effective working relationship between the parties, confirm what support the district can provide in maintaining a golf course (pictured above) in Sparwood, and outline the commitments of the society to the district for continued support to the society and maintenance of the golf course. Council also authorized an annual grant-in-aid to be used to pay down outstanding debts owed to the district by the Sparwood Golf Club in an amount equal to the annual contribution to the Sparwood Golf Club Capital Reserve account, not to exceed $15,000 annually.
Courtroom Lease
Council authorized notice be posted of it’s intention at the Regular Meeting of January 16, 2017 to consider the disposition of property located at 136 Spruce Avenue by way of lease to the Province of British Columbia (as represented by the Minster of Technology, Innovations and Citizens Services) for a period of three years commencing January 1, 2016. The proposed lease is for the purpose of conducting court services and will be for the sum of $18,047.28 in the first year increasing by two per cent annually for the term of the agreement totaling $55,252.35.
Bylaws
Utility & Solid Waste Management Bylaw Amendment
Utility & Solid Waste Management Bylaw 1014, 2009, Amendment Bylaw 1198, 2016 was adopted. This amendment includes the following:
– A special use rate for businesses or institutions that choose to use bear resistant commercial garbage containers and arrange for third party collection;
– The Pilot Bear Resistant Container Program has been expanded to include up to 20 businesses for a two-year period;
– Addition of a new classification for day care businesses; and
– Connection fees for services in specified areas.

Revenue Anticipation Borrowing Bylaw 1199, 2016
Revenue Anticipation Borrowing Bylaw 1199, 2016 was adopted. This bylaw provides the district with an operating line of credit in 2017 if required. The District of Sparwood has not had an overdraft for many years, however, there is always the possibility that one could be created if transfers from investments get delayed.

Holiday Hours and Information
The District of Sparwood Municipal Office will be closed December 26 & 27 and January 2, 2017. Both offices will be open December 28, 29, & 30, regular hours 8:30 a.m. to 4 p.m. Anyone wishing to make tax or utility payments can do so by leaving a cheque in the drop box located at the front entry, or by Internet payment through your financial institution.
Household Garbage Collection
All garbage normally picked up on Monday, December 26, will be picked up on Friday, December 23 and all garbage normally picked up on Tuesday, December 27 will be picked up on Wednesday, December 28. All garbage normally picked up on Monday, January 2, 2017, will be picked up on Tuesday, January 3, 2017. Please have your garbage set out by 8 a.m. There are no limits on number of garbage cans from December 19 to January 13, 2017. A reminder that cardboard is banned from the landfill site and must not be put out with your household refuse. Christmas wrapping “paper” (not foil) can be recycled. All uncontaminated cardboard must be recycled.
Discarding Christmas Trees
You may drop off your old Christmas trees at either compost site (Engelmann Spruce Drive or next to the Sparwood Heights ballfield). The district will provide pick up service for those who are unable to drop them off. Leave the tree at your curb for pickup any time up to January 13, 2017. Please ensure that you have removed the tinsel before discarding your tree. For further information, please call the Public Works Department at 250-425-7760.
