Sparwood Minor Ball

Jill Klapp and Kelvin Hughes appeared before District of Sparwood council May 6 to update them on Sparwood Minor Ball and to request upkeep and maintenance on the ball fields behind Teck (Mountain View), installation of a power outlet, and forgiveness on rental of the arena for dates that will not be used. Mayor Lois Halko advised that the request will be referred to staff to report back to council at a future regular meeting.

DVP – 108 Tamarack Avenue

Council authorized sending out notices to surrounding property owners and tenants who may be affected advising them that council will, at the May 21 regular meeting, consider a Development Variance Permit to reduce the minimum front yard requirement from 7.62 metres (25’) to 5.75 metres (18.83”) at 108 Tamarack Avenue for construction of a front deck.

CLASP

The Coalitions Linking Action and Science for Prevention (CLASP) has asked Sparwood to participate in a project that would provide alternative road design standards to improve public health due to collisions, air quality, noise, and active transportation. Sparwood has been asked to participate in this project because we are a small rural community and because of our progressive Sustainability Plan and Transportation Master Plan.

Official Community Plan

Council established an Official Community Plan Community Planning Team to assist in the rewrite of the District of Sparwood’s Official Community Plan. Tracey Brook-Baker, Jenna Jensen, Tracy Kaisner, Cal McDougall, Nicole Palone, Mayor Halko, Councillor MacIntyre, and a representative from the Sparwood Chamber of Commerce were appointed to the Committee.

Council meeting date change

Due to council members’ attendance at the Federation of Canadian Municipalities Annual Conference and personal appointments there will not be a quorum present for the June 3 regular meeting. A special meeting will be held on Tuesday, June 4 at 7 p.m.

Highway 3 Passing Lane Project

Council approved a proposal from MacKay Contracting to purchase material from the District of Sparwood for the Highway 3 Passing Lane Project.

The material is located on the Transfer Station property. The Regional District of East Kootenay will also be working with MacKay Contracting to construct a berm of waste material to help screen the transfer station site from Highway 3.

Coal Miner Days 2013

A Special Occasion Permit was approved for the Coal Miner Days Society to operate a refreshment garden for the Ball Tournament during Coal Miner Days celebrations.

Council approved all road closures, use of requested facilities, and equipment, to be funded from the Coal Miner Days budget, as outlined in District of Sparwood Policy for the 2013 Coal Miner Days.

Teck

The Mayor and Director of Corporate Services were authorized to execute the sales agreement between the District of Sparwood and 6069789 Canada Inc. (Teck) for the sale of the proposed new Lot 2, Plan EPP23865. The location of a new office building is on the site across Highway 3 from Titan Park.

Public Relations Committee meeting

Council will send a letter to Sparwood Secondary School Administration and Sparwood Secondary Student Council inquiring whether there is interest for a student representative to participate in council meetings. The school will also be asked if they would like to participate in Local Government Awareness Week May 19 – 25.

Bylaws and Policies

Bylaw 1120 cited as “Security Alarm Bylaw 1120, 2013” was adopted.

Bylaw 1121 cited as “Recreation Fees and Charges Bylaw 1041, 2010, Amendment Bylaw 1121, 2013” was adopted.

Bylaw 1125 cited as “Financial Plan (2013 – 2017) Bylaw 1125, 2013” was adopted.

Bylaw 1124 cited as “Tax Rates Bylaw 1124, 2013” was adopted.

Personnel – Safety Policy was adopted

Personnel – Safety Award Program Policy was adopted.

Coal Association Conference

Mayor Halko and the Chief Administrative Officer were authorized to attend the Coal Association of Canada conference in Vancouver from September 11 – 13.

Senior’s Birthday Book

The District of Sparwood recognizes the contribution that seniors make to our community. Those Sparwood seniors who have, or will, reach the age of 75 years this year are invited to attend a council meeting to sign our ‘Senior’s Birthday Book.’

Please notify the District of Sparwood Municipal Office by June 7, if you, or someone you know, has turned 75 years of age or will be turning 75 this year. We will then send an invitation to the recipient to attend the June 17 regular meeting of council. Family and friends are also encouraged to attend.

Elections BC 2013

General Voting Day Tuesday, May 14, 9 a.m. – 9 p.m. local time; Curling Rink Concourse.

Prescribed burning

The District of Sparwood will be burning brush piles west of Sycamore Road and west of Cherrywood Subdivision in Sparwood Heights throughout May, when conditions are favourable.

Outdoor fire pits

It is that time of year again when people want to have a fire in their back yard.

Please note that it is a requirement of the District of Sparwood that you first obtain a fire pit permit. These are available at the Main Office free of charge and need to be renewed every year.

Residential Spring Clean Up

Residential Spring Clean Up begins Tuesday, May 21. Any person wishing to take advantage of this service is required to register at the District Office no later than Friday, May 17, and pay the required fee of $20. Seniors 65 and over receive this service free of charge; however, it is necessary to register in person or call the District Office.

** Limit of 1 Pickup Truck Load per household. **

All refuse including household furniture, white goods, metal, and wood will be picked up including fridges, freezers, or air conditioners. All refuse for disposal must be separated and placed just outside the property line and piled in such a manner that it can be picked up with a loader. Small branches must be tied or secured in bundles.

The following items WILL NOT be picked up:

– Trees and large branches;

– Batteries;

– Vehicles;

– Oil or used oil filters;
