Sparwood Council Facts

The following is a synopsis of the Dec. 21 District of Sparwood council meeting.

BYLAWS

sparwoodlogoMunicipal Ticket Information Bylaw

Council adopted Municipal Ticket Information Bylaw No. 1175, 2015 (MTI). The MTI bylaw identifies which offences are subject to municipal ticketing, who can issue a ticket on behalf of the municipality, and what penalties may be imposed for each offence.

Revenue Anticipation Bylaw

Council adopted Revenue Anticipation Borrowing Bylaw No. 1183, 2015. This bylaw will provide for an operating line of credit in 2016, if required.

Although, the district has not had an overdraft for many years, there is always the possibility that one may be needed if transfers from investments were delayed.

Financial Plan Bylaw Amendment

Council adopted Financial Plan (2015 – 2019) Bylaw No. 1168, 2015, Amendment Bylaw 1184, 2015. This bylaw amends the capital expenditure and funding sources for the Douglas Fir paving project and the Corbin Road repairs contained within the current Financial Plan, adopted by council earlier this year.

Business Licence Bylaw Amendment

Council deferred considering adoption of the Business Licence Bylaw No. 849, 2001, Amendment Bylaw 1185, 2015 to the Regular Meeting of January 18, 2016 in order to obtain clarification on wording in the bylaw. The amendment proposes to require all businesses that apply for licensing must comply with current provincial and federal statutes and regulations; to rectify the fee schedule within the bylaw; and repeal all other schedules to the bylaw.

OTHER BUSINESS

Vantage Point Signs

Council deferred a request from Coal Town Properties for renewal of a sign permit for Vantage Point Development signs on district land. Staff has been requested to further investigate District bylaws and policies and the Ministry of Transportation policies regarding highway signage.

Mosquito Control Program

CranmosquitoThe District of Sparwood has overseen the control of mosquitoes for many years. Businesses and recreational activities can suffer when the numbers of aggressive, daytime biting mosquitoes (known as ‘nuisance’ mosquitoes) rise to intolerable levels. The goal of the Nuisance Mosquito Control Program has been to reduce their numbers to tolerable levels using integrated pest management measures.

The District of Sparwood has entered into a contract with Culex Environmental Ltd. for the 2016 – 2020 Nuisance Mosquito Control Program and Pest Management Plan. The program will commence in the spring of 2016.

Business Licences

SparwoodThis is a reminder to all local business owners that your 2016 business licences are now due. Invoices went out in the mail last week so if you haven’t received your invoice yet please call 250-425-6271.

Anyone carrying on a business within the municipality requires a business licence. This includes all home occupations, catalogue sales, commercial, and out of town businesses.

New businesses can apply in person at 136 Spruce Avenue or on-line at www.sparwood.ca.

BC Community Achievement Awards

British Columbians who have made a significant contribution to their communities in BC are eligible for a BC Community Achievement Award.

Nominees will have made a contribution in any area that provides a benefit to the community – either as a volunteer or in the course of their work. For more information or to nominate someone deserving please go to www.bcachievement.com/community..

Discarding Christmas Trees

You may drop off your old Christmas trees behind Fire Hall #1 on Pine Avenue or behind the Sparwood Heights Fire Hall. The district will provide pick up service for those who are unable to drop them off. Leave the tree at your curb for pickup any time up to January 8. Please ensure that you have removed the tinsel before discarding your tree. For further information, please call the Public Works Department at 250-425-7760.
