75-unit residential building plan clears third reading

City of Cranbrook council Oct. 25 passed the third reading of zoning and official community plan (OCP) bylaws covering a 75-unit, five-story residential building proposed for 1001 – 10th Street North.

West Urban Development proposes to construct a 75-unit, multiple family residential building. The building would be five-storeys high with a mix of studio, one-and two-bedroom, rental units. It would be located in the large empty lot north of Kootenay Street North, beside Abbott Gardens.

Council gave second reading to Official Community Plan Amendment Bylaw No. 4060, 2021, and first and second readings to Zoning Amendment Bylaw No. 4061, 2021 – West Urban Development – 1001 – 10th Street North on Oct. 4.

It also referred both amendments to the Advisory Planning Commission for a recommendation, and referred the zoning amendment to the Ministry of Transportation and Infrastructure for approval.
The Advisory Planning Commission (APC) reviewed the proposed bylaw amendments and recommended council approve them.

“The existing land-use designation and zoning of the parcel allows for medium density, residential apartment or townhouse development. The Official Community Plan indicates the lands located to the west are designated “High Density Residential,” lands to the north and east of the subject property are designated “Medium Density Residential,” with lands to the south designated “Low Density Residential.” The Tamarack Mall shopping centre is located to the north of the property,” outlined a report to council by Rob Price of the city’s Engineering and Development Services department.

The city reported that notice of the public hearing was circulated to adjacent land owners and occupants, and advertised in the local paper. Three new written responses have been received, which are opposed to the proposed OCP and zoning amendments based on density, traffic and blocking of views.

In addition, the proposed OCP and zoning amendments were circulated to School District No. 5 for information and comment due to the possible impact on future school planning in the area. No response has been received to date.
