City discusses potential updates to DCC Bylaw

City of Cranbrook council Sept. 29 directed city staff to draft some updates to the Development Cost Charge (DCC) Bylaw, following a Sept. 15 Committee-of-the-Whole discussion.

Among requested changes are to not include a suite within the low density residential DCC rate and to increase the building permit DCC exemption value to $120,000.

Council also directed staff to not remove projects from the DCC project list and include certain permissible legislated waivers or reductions in the draft DCC Bylaw.

The resolutions provided to council are sample resolutions and meant to be a discussion for staff and council to have while the city works through the process of determining the details of proposed DCC Bylaw. Council may edit, add or remove resolutions as they see fit, noted a Development Cost Charge Bylaw Update by Curtis Penson of Engineering and Development Services.

“Staff will begin engagement for the new bylaw with the development community and public as required by the province,” the report said.

Among other items that remain to be discussed following the public engagement phase includes: determining the DCC rates, phasing in or not phasing in DCC rates and potential assist factors.
