Council adopts new DCC Bylaw

City of Cranbrook council last night adopted a new Development Cost Charge (DCC) Bylaw following approval By B.C.’s Deputy Inspector Of Municipalities.

Council gave three readings to the City of Cranbrook Development Cost Charge (DCC) Bylaw No. 4085, 2022 on April 25 and directed staff to forward the bylaw to the Inspector of Municipalities for approval. And on May 16, the bylaw was given the statutory approval by the Deputy Inspector of Municipalities and council was able to move forward to adopt the bylaw.

The DCC rates were approved by council resolution on February 7. The rates have a three-year phased in approach with 40% assist factor the first year, 20% assist factor in the second year and one per cent assist factor during the third year and beyond.

The city’s previous Development Cost Charge (DCC) Bylaw is from 2004 and the cost of infrastructure and roads have significantly risen over the past 18 years.

The new DCC Bylaw will provide current projects required due to growth with updated costs, a city Engineering and Development Services report outlined.

This DCC review updates and determines how much of that cost should be paid by the developer and how much of that cost should be paid for by the taxpayers, ensuring there is a fair balance in place. This new bylaw also adds Park DCCs for park upgrades in addition to road, sanitary sewer, storm sewer and water DCCs.
