Calls up for EV RCMP
Elk Valley RCMP detachment NCO Sgt. Dave Dubnyk presented the fourth quarter Mayor’s Report for 2010 as well at the first Quarter Mayor’s Report for 2011 during the June 20 District of Sparwood council meeting.
The detachment received 241 calls for service during the first quarter of 2011. This was a slight increase from 223 calls for service in the same reporting period in 2010, Dubnyk noted.
Council thanked Sgt. Dubnyk for the RCMP presence at the fireworks during Coal Miner Days.
Council also received the Elk Valley RCMP 2011/2012 Annual Performance Plan. The plan reflects the Elk Valley communities’ priorities and aligns them with the RCMP’s national, divisional and detachment priorities.

Kootenay Villa
The owner of Kootenay Villa was in attendance at the meeting to request that a fence be installed to separate his property from the new Iron Rails Bridge crossing. The concern is that pedestrian traffic would be cutting through Kootenay Villa property, rather than going around on the pathway to be constructed by the district.
2010 annual report and financial info
The Director of Finance gave a PowerPoint presentation on the District’s 2010 annual report. Copies are available at the district office and will be posted to their website. The director of finance also presented the 2010 Statement of Financial Information.
This document, which is prepared pursuant to the Financial Information Act, details Council’s remuneration and expenses and all employees with remuneration over $75,000.00. Copies are available at the district office for $5.
Sparwood Public Library
Council authorized an advance on the July grant installment from the district to the Sparwood Public Library. The library had received notice that their provincial grant proceeds would be delayed.
Sparwood Arts Council
Council approved assistance to the Sparwood & District Arts and Heritage Council to top up employment expenses and administration fees for one summer student for eight weeks at a cost not to exceed $2,000. This program has been supported by council for several years.
Regrading requested
A request to regrade the east lot line of 644 and 652 Sparwood Drive was approved by Council, subject to several conditions being placed on the work.
1390 Cypress Drive
Council approved a design concept submitted by Noort Developments & Associates for a 14 building (71 units) townhouse development at 1390 Cypress Drive, located on the east side of the intersection across from Fire Hall No. 2 in Sparwood Heights.
Sparwood well water testing program
Further to the district’s selenium testing on the District’s potable water staff was directed to hire a consultant to perform additional analysis of well No. 3 and provide an independent overview of the selenium issue and the potential impact on the district’s water supply.
Water spray park contract awarded
Parastone Development Ltd. was awarded the contract for the construction of the Sparwood Spray Park project for the amount tendered of $162,541.25.
Lilac Terrace
Mr. Ernie Cook and Ms. Barbara Nunes were appointed to represent the District of Sparwood on the Elk Valley Seniors Housing Society Board.
Mine rescue competition
The City of Fernie will be hosting the National Western Region Mine Rescue Competion on September 9-10, 2012. This event is the largest international mine rescue competition of its kind in Canada.
Sprinkling regs
The District of Sparwood sprinkling regulations are in effect from June 1 through Sept. 30 each year. Even numbered addresses are allowed to water on even calendar days and odd numbered addresses are allowed to water on odd calendar days. There will be special permission for those residents who have installed a new lawn (either seed or sod) for a period of 21 days after installation of the lawn.
