Fernie endorses a new framework for special events

The City of Fernie has introduced a new, more comprehensive framework for granting permits. This initiative, designed to streamline the process and ensure the successful execution of all Municipally Significant Events (MSEs), such as Wapiti, Griz Days, and Wednesday Socials, promises a more efficient and transparent process for event organizers and the broader community, bringing numerous benefits to all involved.

At its most recent council meeting at the Senior Centre (May 27), Corporate Officer (CO) Lavinia McElwee presented her proposal to Mayor Nic Milligan and Fernie councillors.

The proposal outlined the benefits of creating a new policy (Draft Delegation Bylaw No. 2467) and amending an existing bylaw (No. 2532, 2025). The amendment was presented to align the bylaws with the evolving needs of event organizers and the community, and to ensure a more effective and efficient permitting process.

“It will have a clear and consistent process,” said McElwee.

The Delegated Authority, comprising the Chief Administrative Officer (CAO), Chief Financial Officer (CFO), and CO, will be primarily responsible for all Special Event Permits (SEPs) related to the Liquor and Cannabis Regulation Branch (LCRB). Their role will be to ensure that all SEPs meet the requirements set by the LCRB, thereby facilitating the process for event organizers.

“It ensures compliance with (LCRB) requirements for SEPs for annual requests,” said McElwee.

By establishing a clear policy, criteria, and approval process, applicants who conduct due diligence, submit their applications at least 30 days before the event and meet the requirements will receive their permits, enabling them to profit from all liquor and cannabis-related sales, according to McElwee’s presentation.

“Staff will be required to administer the application process and will maintain final appeal jurisdiction while defining the criteria for MSEs,” she said.

This move would ensure efficiency and best practices through policy and a cohesive day-to-day administration.

“It advances organizational excellence through the implementation of a new policy and an updated delegation bylaw, which delegates authority and establishes a consistent, transparent process while enhancing quality services with predictable timelines and clear criteria for applicants,” said McElwee in her report.

The mayor and council, after thorough consideration, approved moving forward with the proposed framework and preparing a draft bylaw and policy for consideration at a future meeting.

“I like this amendment and that the three officers would operate unitedly under the guidance of policy. I had a conversation with Tourism Fernie, and they thought it was a great idea. Well done – thank you for pulling all of this together,” said Milligan.
