Sparwood Council Facts

The following is a synopsis of what occurred during the April 18 District of Sparwood council meeting.

Business

Chamber of Commerce

Council authorized the lease agreement between the Sparwood and District Chamber of Commerce and the district for use of property located at 141A Aspen Drive for the operation of the Sparwood Visitor Centre and Chamber of Commerce. The lease is for a five-year term, commencing July 1 and expiring on June 30, 2022, at an annual fee of $10 for the term (totaling $50).

Design Review – 1309 Whitewood Crescent

Council approved the design review for a building permit application at 1309 Whitewood Crescent subject to a $5,000 landscaping deposit. The applicant advised the district that the purchaser of the home will complete the landscaping within one year of the purchase.

Canadian Pacific Railway

Council directed that notice be posted that it will be considering a resolution at the regular meeting on May 1, to authorize entering into a Licence of Occupation (LoO) with Canadian Pacific Railway Corporation (CP) to use a portion of district road right-of-way at the end of Lions Park Place, near the CP Bunkhouse for staff parking.  The LoO will be for a 12-month term at a rate of $500 per month (totalling $6,000).  A copy of the proposed LoO can be viewed at the District of Sparwood Municipal Office.

Mayor Cal McDougall

Council Travel (McDougall & Bowen)

Mayor Cal McDougall was authorized to attend the 96th annual Mine Rescue and First Aid Competition Awards Banquet in Fernie on Saturday, May 13. Competition events this year will be held in Sparwood at Titan Park, Causeway Bay Hotel, east of the Esso, and Centennial Square followed by the awards banquet at the Fernie Community Centre.

Coun. Brad Bowen

Councillor Brad Bowen was authorized to attend the Heritage BC Annual Conference in Victoria from May 4-6.

Bylaws

Parcel Tax Bylaw Amendment

Sewer and Water Reserve Replenishment Parcel Tax Assessment Roll Bylaw 1091, 2012 Amendment Bylaw 1203, 2017 was adopted. This amendment was required to update the maps in Bylaw 1091 outlining properties serviced with water and/or sewer and to add a new lot on Matevic Road. Details on the tax amounts, purpose and how long the tax will be imposed can be found in Bylaw 1092.

Other News

Day of Mourning Ceremony – Friday, April 28 from 12 – 1 p.m.

April 28 is a day set aside each year to remember those who have been killed or seriously injured in the workplace. The public is invited to attend a National Day of Mourning ceremony commencing in Centennial Square at noon with a Colour Guard procession to the Miners Memorial at Titan Park where the ceremony will be held. The Memorial Wall honouring the memory of those who lost their lives mining coal in the Sparwood and Elkford area mines will be unveiled by the Balmer North Committee.

Residential Spring Cleanup

The District of Sparwood will begin the residential spring cleanup on Tuesday, May 23. All refuse including household furniture, white goods, metal and wood will be picked up including: fridges, freezers and air conditioners. All refuse for disposal must be separated, bundled, piled and placed just outside property lines by 8 a.m. on Tuesday, May 23.  Limit of one pickup truck per household. Any person wishing to take advantage of this service is required to register at the District Office no later than Friday, May 19, and pay the required fee of $20. Seniors 65 and over receive this service free of charge but must also register with the District Office by calling 250-425-6271.

Are you a responsible pet owner?

Cleaning up after your dog is not only respectful to your neighbours and the community, it is the law and you could be subject to a $100 fine under the Animal Control Bylaw. The district would like to remind all dog owners to please clean up after your dogs, not only when using municipal parks, trails and cemeteries, but on municipal streets, sidewalks and neighbours’ lawns as well.

Dogs are required to be leashed at all times when off their own property. The district is currently investigating options for an off-leash dog park, but until such time, leashes are mandatory.
