Sparwood Council Facts

The following is a synopsis of what occurred during the Jan. 22 District of Sparwood council meeting.

DELEGATIONS

Riversdale Resources Ltd.

Keith Bott, Claire Rogers and Alisdair Gibbons representing Riversdale Resources Ltd. Benga Mining presented an update on the Grassy Mountain Coal Project. The Project is located seven km north of Blairmore, Alta. and is projected to have peak production of 4.5 million clean tonnes of steel making coal over its currently proposed 24-year mine life. Currently, the project is being reviewed by the provincial and federal regulators and pending a favourable regulatory decision, is expected to start production in 2021.

BUSINESS

Sparwood Dog Park

Council postponed consideration of amending the Official Community Plan, Zoning Bylaw and Animal Control Bylaw and approval of $30,000 towards the development of a dog park to a future meeting in February at which time staff will provide alternative options for council’s consideration.

Regional District of East Kootenay (RDEK) Public Library Grants-In-Aid

Council gave consent to adoption of RDEK Local Service (Public Library Services Grants-In-Aid) Area Establishment Bylaw, 1990 Amendment Bylaw No. 4, 2019 on behalf of the electors of the District of Sparwood. If approved by the board, the RDEK will be able to continue to provide financial assistance to the reading centres in the Elk Valley, Columbia Valley, and Kimberley Area through the Public Library Grants Service directly.

Elk Valley Subregion Waste Management Local Service

Council gave consent to adoption of RDEK Elk Valley Subregion Waste Management Local Service Establishment Bylaw No. 1415, 1998, Amendment Bylaw No. 2, 2019 on behalf of the electors of the District of Sparwood. If approved by the Board, the bylaw will amend the boundaries of the solid waste service area to include a number of Class 4 coal mine properties.

Service Provider Agreement Renewals

Council approved renewal of Service Provider Agreements between the District of Sparwood and the Sparwood Public Library Association, Michel-Natal- Sparwood Heritage Society and Sparwood Golf Club Society for five years. The not-for-profit organizations are provided with $5 million of liability insurance coverage under the District’s Liability Protection Agreement through the Municipal Insurance Association of BC.

Special Meetings

Council approved holding the special meetings for the strategic planning session on February 11 and 12 at Firehall No. 1, 479 Pine Avenue. The sessions will be open to the public so that they have an opportunity to observe the decision-making process as council establishes their strategic priorities for their term.

BYLAWS

Traffic Bylaw Amendment

Sparwood Traffic, Parking and Highways Regulation Bylaw No. 472, 1987, Amendment Bylaw 1246, 2019 was given three readings. This bylaw proposes to amend the speed limit on Michel Creek Road from 60 km/h to 50 km/h.

OTHER INFORMATION

RDEK Solid Waste Management Plan Review

The Regional District of East Kootenay is currently reviewing its Solid Waste Management Plan (SWMP). They are asking for the public’s input on how they use the current solid waste and recycling systems and what they’d like to see in the future. Survey deadline is February 25, 2019.
