Sparwood Council Facts

The following is a synopsis of what occurred during the Nov. 5 District of Sparwood council meeting.

DELEGATIONS

TC Energy

Preston Seier and Joni Lei Cardona, representing TC Energy, formerly TransCanada, provided an overview of a proposed expansion to their existing pipeline network that supplies southwest Alberta, southern B.C. and downstream North American markets with natural gas produced in Western Canada.

WildSafeBC

Kathy Murray from WildSafeBC provided council with an overview of the Elk Valley program in 2019 including wildlife activity, education workshops, recognition of Sparwood’s bear resistant residential garbage cans and bins and working with the Bylaw Enforcement Officer and Conservation Officer Service. In 2019 there was one black bear and one grizzly bear destroyed in Sparwood.

East Shore Advocacy Society

Herve Blezy from the East Shore Advocacy Society provided an overview of the society’s request to the Ministry of Transportation & Infrastructure to reassess and review the impacts of relocating the Balfour ferry terminal to Queens Bay on Kootenay Lake. The society’s request for a letter of support from council was referred to staff to provide a report to council at the November 19 regular meeting.

BUSINESS

Grant Applications

Council authorized submitting grant applications to the Union of British Columbia Municipalities for the following programs: 1. $15,000 grant under the Housing Needs Reports Program to hire a consultant to assist in creating a Housing Needs and Demands Assessment Report for Sparwood; and 2. $25,000 grant under the Community Emergency Preparedness Fund to facilitate firefighter training and equipment purchases for Fire Services.

Elk Valley Seniors Housing Society

Council approved a loan in the form of a 10-year promissory note in the amount of $86,752 with the Elk Valley Seniors Housing Society.

Shaw Go WiFi

Council authorized an extension to a partnering agreement with Shaw from November 1 to March 1, 2020 and directed staff to negotiation a new agreement with Shaw to place Shaw Go WiFi network in district facilities in exchange for services to non-Shaw customers using municipal facilities.

Whiskey Jack MDA Agreement

Council directed staff to prepare two modifications to the Whiskey Jack Master Development Agreement (MDA). One modification will permit the potential subdivision and consolidation of approximately 40 feet of golf land with a single residential property at 2272 Black Hawk Drive. The other modification will allow Whiskey Jack to increase the lot size of a proposed development without increasing the density of development.

APPOINTMENTS

Darrell Kaisner

Director of Operations

Mayor and Council are pleased to announce that Darrell Kaisner has been appointed as Director of Operations for the District of Sparwood. Mr. Kaisner has been employed by the district since July of 2007 in various roles within Public Works including Roads and Parks Foreman and the Deputy Director of Operations.

Emergency Support Services Director

Council appointed Shelby Bell as Emergency Support Services Director and authorized the Mayor and Corporate Officer to execute the agreement for Mrs. Bell’s volunteer services. Emergency Support Services (ESS) is a municipal emergency response program which provides for the various short-term needs of evacuees and response workers in a disaster or emergency situation.
