Sparwood Council Facts
The following is a synopsis of what occurred during the Jan. 21 District of Sparwood council meeting.
DELEGATIONS
Skatepark Society
Nicole Latka from the Skatepark Society thanked council for its previous support and requested permission from council to use the remaining funds (approximately $25,000) in their account towards installation of lights at the Skatepark to increase use and user safety. Council referred the society’s request to staff to investigate the total installation costs and to provide them with a report at a future meeting
BYLAWS
Revenue Anticipation Borrowing Bylaw
Revenue Anticipation Borrowing Bylaw No. 1264, 2020 was given first three readings. This bylaw, if adopted, will provide for an operating line of credit of $9,943,000 in 2020, if required. Although the district has not accessed the overdraft for many years, it is good practice to have one in place should transfers from investments be delayed.
Street Naming Bylaw
Street Naming Bylaw No. 1253, 2019 was adopted. This bylaw clarifies names and spelling of existing municipal roads for the purpose of mapping, emergency response, enforcement, signage, and navigation.
Upper Elk Valley Fire Protection Services Authorization Bylaw
Upper Elk Valley Fire Protection Services Authorization Bylaw No. 1265, 2020 was given first three readings. This bylaw, if adopted, will provide for fire protection services to the Upper Elk Valley Fire Protection Services Area, as depicted in Schedule A of Appendix A.
Zoning Bylaw Amendments
Council considered and gave first and second readings to two zoning bylaw amendments, and in accordance with Sec 464 (2) of the Local Government Act, gave notice to waive the public hearing requirement for both amendments. The first amendment (Bylaw No. 1266) proposes to include “Home Based Child Care Facility” as a permitted use within the entire R-MH (Modular Home Subdivision/ Manufactured Home Subdivision) zone and the second amendment (Bylaw No. 1267) proposes to include “Health Services” as a permitted use within the entire C-3 (Neighbourhood Commercial) zone.
BUSINESS
Community Emergency Preparedness Fund
Council authorized the submission of a grant application for funding of up to $25,000, under the Community Emergency Preparedness Fund through the Union of BC Municipalities to purchase equipment and supplies to assist the Emergency Support Services moving towards an electronic registration and reporting system, and facilitate their response to an emergency or disaster within the community.
Public Art Grant
Council authorized the submission of a grant application in the amount of $30,000 under the CBT Public Art Fund through Columbia Basin Trust to design and purchase street banners for the newly created Sparwood Street Banner Program. Council also authorized an expenditure of $7,500 to be included in the budget to be utilized, upon approval of the grant.
Sparwood Lions Club Lease Agreement
Council authorized Staff to commence with an Alternative Approval Process (AAP) to seek approval of the electors to proceed with a disposition of land located at 400 Lions Park Place by way of a 30-year lease to the Sparwood Lions Club Society. The club maintains a storage building in Lions Park for storage of supplies and materials owned by the club.
