Sparwood Council Facts

The following is a synopsis of what occurred during the March 3 District of Sparwood council meeting.

DELEGATIONS

Melissa Nunes

Melissa Nunes made a presentation to council on her safety and aesthetic concerns with the Centennial Square Concept Plan that was presented at the February 6 community event. Ms. Nunes provided suggestions on how to make the Square more inviting and safer for children.

Sparwood Search and Rescue

Glenn Finlay, Andrea Murland and Jackie Carpenter, representing Sparwood Search and Rescue provided an overview of the organization’s 2019 activities, plans for 2020 and thanked council for its ongoing support. The volunteer members are trained in high-angle rope rescue, swift water rescue, organized avalanche response, community emergency response and public education / SAR prevention.

BYLAWS

Zoning Bylaw Amendments

Zoning Amendment Bylaw No. 1266 was adopted. This amendment permits “Home Based Child Care Facility” within R-MH (Modular Home Subdivison/Manufactured Home Subdivision) zones.

Zoning Amendment Bylaw No. 1267 was adopted. This amendment permits “Health Services” within C-3 (Neighbourhood Commercial) zones.

Zoning Amendment Bylaw No. 1270 was given first and second readings and a Public Hearing scheduled for Tuesday, March 31 at 6 p.m. This amendment proposes to rezone a portion of Lot A, DL 6250, KD, located in Whiskey Jack Subdivision, from Resort Residential to Low Density Residential. If you believe you will be affected by this amendment and wish to share comments with council prior to their decision you will be provided an opportunity to be heard at the Tuesday, March 31 Public Hearing or you may submit your comments in writing to the District of Sparwood before noon on Tuesday, March 31.

BUSINESS

Energy Step Code Policy

Council approved Sparwood Energy Code Policy 2020-2022. This policy is designed to encourage energy efficiency in new building construction through incentives offered to builders who meet various steps through the BC Energy Step Code.

Mobile Home Park Permit Application

Council approved issuance of a Mobile Home Park Permit to the Elk Valley Mobile Home Park authorizing the layout of mobile home pad spaces A5, A6, A7 and A8 to comply with DVP 2019-003 that was approved by council in September 2019 and Mobile Home Parks Bylaw No. 288, 1982.

Community Clean Up Event

Council approved Sparwood’s Community Cleanup and EcoFair to be held annually on the last Saturday of April or the first Saturday of May each year, to coincide with Global Earth Day.

Shaw Go WiFi Agreement

Council approved entering into a licensing agreement with Shaw Cable Systems Ltd. to place Shaw Go WiFi telecommunications equipment on district property located at 367 Pine Avenue (Leisure Centre) and 136 Spruce Avenue (Main Office).

Staff Appointments

Mayor and council are pleased to announce two new staff appointments. Schaun Goodeve has been appointed as the Director of Planning and Development effective March 11 and Lyle Hannan has been appointed as the Director of Corporate Services effective March 30.

The following meetings will take place at 6 p.m. in Council Chambers, 136 Spruce Avenue.

  • Public Hearing for Zoning Bylaw Amendment 1270 on Tuesday, March 31;
  • Committee-of-the-Whole Meeting on Tuesday, March 31;
  • Regular Meeting on Tuesday, April 7.
