Sparwood Council Facts
The following is a synopsis of what occurred during the August 17 District of Sparwood council meeting.
DELEGATIONS RCMP
Elk Valley RCMP Detachment
Sgt. Trevor Tribes, of the Elk Valley RCMP Detachment, presented the quarterly crime statistics on offences responded to by the detachment in the Sparwood area. The report reflected a decrease of 21 calls for service over the same period in 2019.
BYLAWS
Council Procedure Bylaw
Council Procedure Bylaw 1274, 2020 was given first, second and third reading. Primary changes to the bylaw include: removal of standing Committee-of-the-Whole (COTW) meetings and allow Council to resolve itself into COTW at any time during a regular council meeting; and removal of the special summer meeting schedule thus having all regular council meetings on the first and third Tuesday of the month throughout the year. The bylaw will be brought forward at the Regular Meeting on Tuesday, September 1 for consideration of adoption.
BUSINESS
Multi-Purpose Facility
Council directed district staff to initiate a consultation and engagement process for the development of a multi-purpose facility. The community engagement process will build upon the preliminary feedback from the community of either a stand-alone facility, repurposing of the curling rink, repurposing and expansion of the curling rink, or other options.
Teck Land Use Permit
Council intends to execute a Land Use Permit to Teck Coal Ltd. for the purpose of a groundwater monitoring well on the boulevard of Red Cedar Drive by the stairs going up to the schools. The well will be used to collect data to monitor groundwater movement and help predict the influence of surface water on drinking water wells. This will have no significant effects on residents and the ground will be restored upon completion.
Material Handler Articulating-Telescoping Aerial Basket Truck
Council approved the purchase of a Material Handler Articulating-Telescoping Aerial Basket Truck for $183,527.50, excluding applicable taxes, from Falcon Equipment Ltd.
Public Works and Cold Storage Roof Replacements
Council approved the award of the Public Works Shop and Cold Storage Roof projects to Western Roofing in the amount of $338,000 plus tax.
Council intends to execute a lease agreement with the Province of British Columbia for the use of a portion of the District Office for court services. The lease is for a term of three years commencing January 1, 2021 and lease fees will be $1,716.80 per month throughout the term.
Elk Valley Seniors Housing
Councillor Ron Saad was appointed as one council’s two representatives on the Elk Valley Seniors Housing Board of Directors replacing Councillor Bowen. Councillor Amy Cardozo is council’s other representative on the board.
