The following is a synopsis of what occurred during the Sept. 21 District of Sparwood council meeting.

DELEGATIONS

Mountain Mechanical Sales & Service

Mr. Dan Cox, representing Mountain Mechanical Sales & Service Ltd. addressed council regarding the monthly fee to join the district’s business community fibre. The District’s Fibre Optics Management Plan has been identified on the long-term strategic priority list.

BYLAWS

Fire Hall #2 Loan Authorization Bylaw

Council received the Corporate Officer’s Certificate of Results for Alternative Approval Process (AAP) for Fire Hall #2 Loan Authorization Bylaw 1287, 2021. There were 339 accepted elector response forms received by the deadline. This figure represents 12.27% of the estimated electors who validly submitted elector response forms and therefore the approval of the electors was not obtained to move forward with the bylaw. Council directed staff to revisit the scope and budget for the project in preparation for a referendum to be held in conjunction with the municipal election in October of 2022.

BUSINESS

Zamboni

Council approved the purchase of a Zamboni 526 from Kendrick Equipment in the amount of $142,566.80 plus GST with delivery in the spring of 2022. The existing ice resurfacer will be used for back-up purposes and maintenance of the skating trail in Lions Park.

Draft Animal Control Bylaw

At the Committee-of-the-Whole portion of the meeting, council engaged in discussion on the draft animal control bylaw and provided the following direction:

Include a section for dangerous dogs;
Do not include a section for cat licencing and responsibilities of cat owners;
Urban hens to be allowed in R1 zoning only;
Permit applications for urban hens must include a site plan, applicable fees, and written support of all contiguous property owners;
Urban hen annual permit renewal, permit fees, and 100% written support of all neighbours; and
Remove sec 6.6(a) from draft bylaw “no person shall permit the sell, trade, or barter eggs, manure, meat, or other products derived from the urban hens.”

The bylaw will come forward at the October 5 regular meeting for council’s consideration.

National Day for Truth and Reconciliation

The District of Sparwood will be observing National Day for Truth and Reconciliation on September 30, recognizing this date as a permanent statutory holiday for all District employees. Mayor David Wilks speaks to this important day and encourages employees and residents to take the time to learn more about the meaning of Truth and Reconciliation.
