Sparwood Council Facts

The following is a synopsis of what occurred during the April 5 District of Sparwood council meeting.

DELEGATIONS

Sparwood Search and Rescue

Lauren Boudreau and Jackie Carpenter representing Sparwood Search and Rescue provided an overview of the organization’s 2021 activities, plans for 2022, and thanked council for their on-going support.

The volunteer members are trained in high-angle rope rescue, swift water rescue, organized avalanche response, community emergency response and public education/SAR prevention.

BYLAWS

Amendment to the C3 zone

Council gave first and second reading to Bylaw No. 1294 and waived the optional public hearing. Bylaw 1294 is an amendment to the Zoning Bylaw to allow for Child Care Facilities as a permitted use in the C3 zone. The Official Community Plan has references to childcare and encouraging the provision of it, as such a public hearing is not required. The Zoning Bylaw definition of Child Care facility includes that it be a licenced facility and allowing such facilities in the Neighbourhood commercial zone allows for additional opportunity to develop childcare facilities in a zone that is generally close to residential neighbourhoods.

BUSINESS

Asphalt Pathways

March 22, council authorized staff to execute a contract with Bad Ventures for the Red Cedar Drive Rehabilitation and Upgrade Project for a cost of $1,436,248.49. The project includes a contingency of 20% that will be funded by the paving reserve.

Appointment Corporate Services

Mayor and Council are pleased to announce that Megan Rawles has been appointed Manager of Corporate Services for the District of Sparwood.

Committee of the Whole Items

At the Committee of the Whole portion of the March 22 special and April 5 regular meetings, council engaged in discussions on the following: Draft Financial Plan – March 22 Council reviewed the draft 2022- 2026 draft Financial Plan which reflects a preliminary five per cent tax increase. The Financial Plan Bylaw will come forward for council’s consideration in May. Budget highlights will be on display in the Greenwood Mall from March 22 to April 11.
