Sparwood Council Facts

The following is a synopsis of what occurred during the May 17 District of Sparwood council meeting.

DELEGATIONS

NWP Coal

Micheal Gray, President and Dave Baines, Manager of Environment and Engagement representing NWP Coal addressed Council regarding the Crown Mountain Coking Coal Project, located between Elkview and Line Creek. The proposed project has an anticipated production capacity of 3.7 million tonnes per annum for 15 years. Construction is targeted to commence in 2025 based on regulatory approvals being received, with commercial production anticipated in early 2027.

Coal Spray Pilot Program

Mike LoVecchio representing CP Rail and Jonathan Cassetta representing Teck addressed council regarding the Coal Spray Pilot Program. The Spray Station sprays the coal loads with a nontoxic latex-bsed polymer coating to manage dust on trains. It is in the final year of the program and the station will be dismantled in the fall of 2022.

BYLAWS

Amendment to the C3 Zone

Bylaw No. 1294, an amendment to the Zoning Bylaw to allow Child Care Facilities as a permitted use in C3 zones was adopted. The Zoning Bylaw definition of Child Care Facility includes that it be a licenced facility and allowing such facilities in the Neighbourhood commercial zone allows for additional opportunity to develop childcare facilities in a zone that is generally close to residential neighbourhoods.

Automated Voting Machines

Council gave first, second and third reading to the Automated Vote Counting System and Authorization Bylaw No. 1297. The updated bylaw will authorize the use of automated vote counting machines for the 2022 general local election (October 15). The bylaw includes procedures for how to vote during advance and special voting opportunities as well as general voting day, the counting of votes and recount (if required), and the ballot form as required under the Local Government Act. The bylaw will be considered for adoption at the June 7 regular meeting.

BUSINESS

603 Pine Ave & 700 Michel Creek Road

Council authorized staff to provide notice of its intent to consider two temporary use permits to allow the location of temporary buildings at 603 Pine Avenue and 700 Michel Creek Road for a period of two years. The TUP applications will be considered by Council at the June 7 regular meeting.

Fire Remuneration Policy

Council approved the Fire Remuneration Policy. The policy provides an annual rate increase for the fire department in alignment with the unionized staff. For more information, see the staff report and the policy. 311 Lodgepole Place Council approved a sale and consolidation agreement for approximately 255 m2 of Lot 5, District Lot 4589, Kootenay District Plan 6798 at a price of $115.75/m2 with the owners of 311 Lodgepole Place. The proceeds of the sale will be placed in the Parkland Reserve Fund.
