Sparwood Council Facts

The following is a synopsis of what occurred during the Sept. 16 District of Sparwood council meeting.

PRESENTATION

FoodCycler Pilot Program proposal

A representative from FoodCycler provided an overview of the pilot program. Food Waste Composting is a council strategic priority with the objective of exploring options to reduce food waste going to the landfill, decreasing greenhouse gas emissions, and reducing costs and frequency of garbage collection.

The District of Sparwood currently provides curbside solid waste collection, however compostable materials are not required to be separated.

Kitchen and food waste make up a large portion of organic waste, both in terms of volume and weight. In recent years, various products have been introduced to help minimize or eliminate organic waste from landfills.

Council has given staff direction to proceed with a FoodCycler pilot program to be implemented in the spring of 2026.

BUSINESS

Development Variance Permit for Signs in Sparwood Resort Residential

Council authorized staff to issue notice to affected properties of its intent to consider

development variance permit, DVP2025-006, to vary requirements of the District’s Sign Bylaw No. 839 as amended, to allow a larger third-party sign and to permit two signs in the Sparwood Resort Residential zone.

Traffic, Parking and Highways Regulation Bylaw Review

The Traffic, Parking and Highways Regulation Bylaw No. 472, 1987 was introduced in 1987 and has been amended several times since adoption. The Committee-of-the-Whole reviewed the bylaw during the August 20, 2024, regular meeting of council and provided staff direction to commence a full review of the bylaw with the following considerations:

  • Cost recovery of infrastructure damage due to materials on roads.
  • Amend lane parking to match street parking restrictions.
  • Review and amend the standards for driveway construction.
  • Review of parking regulations.

Further evaluation of the bylaw was completed by the District’s Bylaw Enforcement Officer, and a red line version was created by staff to walk through the recommended amendments to the traffic bylaw. The amendments include administrative changes, penalties for damages, back lane parking concerns, driveway considerations, updated schedules for street parking exemptions, and further suggested parking regulations.

The committee provided feedback and direction to staff and a draft bylaw will be brought to a future council meeting.
