RDEK approves funding program for Angel Flight

The Regional District of East Kootenay (RDEK) board of directors August 6 unanimously agreed to provide $500,000 to Angel Flight East Kootenay, over a five-year period.

The approval included an accelerated payment of $300,000 in year one (2021) and $50,000 a year between 2022 and 2025.

On March 5, the RDEK board a general administration grant of $100,000 per year for five years be provided to Angel Flight East Kootenay contingent upon the following conditions being met:

  • That a five year fully costed business plan be developed;
  • That the society’s bylaws be reviewed by RDEK staff with particular attention to the dissolution, financial & governance bylaws and amended to address concerns;
  • That a financial audit be completed each year and not be waived by the membership at an Annual General Meeting of the society;
  • That the governance board be representative of the Regional District of East Kootenay sub-regions and that no one region holds the balance of power;
  • That a five year Asset Management and Maintenance Plan be approved by the RDEK for assets of the society and acquisition of additional assets be added upon receipt of the newly acquired asset(s); and
  • That the above conditions are reviewed annually prior to disbursement of funds.

Angel Flight East Kootenay returned to the RDEK Board on June 4 to request an accelerated grant payment.

“Over the past several months, Angel Flight East Kootenay has been working with RDEK staff to satisfy the granting conditions laid out by the RDEK Board of Directors. At this point, Angel Flight East Kootenay believes they have met the conditions for Year One funds to be released. The society’s bylaws have been reviewed by staff, and have been amended to reflect the requirement for geographical representation on their governance board. A more specifically applicable maintenance/asset management plan will be submitted once an aircraft has been selected and purchased,” said RDEK chief administrative officer Shawn Tomlin in a report to the board.

“The audit requirement will be applied to years in which the RDEK grant is received, and will be a condition of the funding agreement. Once the release of funds has been approved, Angel Flight East Kootenay hopes to purchase the new aircraft this August.

“The approved grant amount has been included in the financial plan as $100,000 per year for five years. The front-loaded portion of the grant will be recorded as a prepaid grant, and expensed over the remaining period,” Tomlin explained.
